Abstract
ABSTRACT Problems/Background (GAP): The national target according to the 2020-2024 National RPJM for birth certificate ownership in Lima Puluh Kota Regency has not been achieved, so the Population and Civil Registration Service of Lima Puluh Kota Regency created the Smart Dukcapil Innovation in 2019 to increase birth certificate ownership and make it easier for the public to make population documents. Purpose: The purpose of this study is to analyze the effectiveness of the Smart Dukcapil Innovation in birth certificate services at the Population and Civil Registration Service of Lina Puluh Kota Regency. Method: . The method used in this study is descriptive qualitative with data collection methods of observation, interviews, and documentation. The data collected were analyzed using the theory of effectiveness according to Gibson and Steers in Sumaryadi using five relevant indicators, namely productivity, quality, efficiency, flexibility, and satisfaction, Result: The Smart Dukcapil Innovation has not been effective because not all indicators in the theory of effectiveness according to Gibson and Sterrs in Sumaryadi have been achieved: First, the quality indicator where not all human resources in the Population and Civil Registration Service of Lima Puluh Kota Regency are able to resolve the technical obstacles faced in the Smart Dukcapil Innovation. Second, the satisfaction indicator because not all people know and understand how to use the Smart Dukcapil Innovation. The Productivity, Efficiency, Flexibility indicators have been achieved because the Smart Dukcapil Innovation is able to improve and facilitate the community in making birth certificates. The efforts of the Lima Puluh Kota Regency Dukcapil Service in overcoming inhibiting factors are to create an Innovation (Jempol Nagari) to educate the community about the Smart Dukcapil Innovation. Conclusion: It can be concluded that the Smart Dukcapil innovation has not been effectively implemented as measured based on the dimensions of the theory of effectiveness and there are still several obstacles in services through the Smart Dukcapil Innovation. The obstacles to the Smart Dukcapil Innovation include the fact that many people still do not know about the Smart Dukcapil Innovation to facilitate population services. Therefore, the efforts made by the Population and Civil Registration Service of Lima Puluh Kota Regency are to create supporting innovations (Jempol Nagari) and increase socialization to the community.
