Abstract
ABSTRACT Problem Statement (Background): This study focuses on the problem of the implementation of persuasive communication approach by the Civil Service Police Unit Hulu Sungai Tengah Regency in regulating night stalls in Hulu Sungai Tengah Regency. Purpose: The purpose of this study was to describe how the form of persuasive communication applied by the Civil Service Police Unit Hulu Sungai Tengah Regency in controlling night stalls. Method: This study uses qualitative descriptive methods with data collection techniques in the form of interviews, observations, and documentation. Data analysis was done through data reduction, data presentation, and conclusion drawing using persuasive communication theory by DeVito (2019). Result: The findings in this study that persuasive communication Civil Service Police Unit Hulu Sungai Tengah Regency has not run smoothly. The main obstacles come from the socio-economic conditions of night stalls business actors, resistance and a negative image of the Civil Service Police Unit, as well as the lack of community support. Night stalls businesses tend to maintain their businesses due to limited other livelihood options. Conclusion: Persuasive communication is not yet fully able to bridge between policing policies and social conditions. A more humanistic and strategic approach is needed, such as rhetoric training for members of the Civil Service Police Unit, alternative economic empowerment programs for business actors, and active involvement of the community in the control process so that persuasive communication can run smoothly and have a positive impact. Keywords: Persuasive Communication, Civil Service Police Unit, Policing, Night Stalls ABSTRAK Permasalahan (Kesenjangan Penelitian): Penelitian ini berfokus pada permasalahan pelaksanaan pendekatan komunikasi persuasif oleh Satuan Polisi Pamong Praja Kabupaten Hulu Sungai Tengah dalam menertibkan warung malam di Kabupaten Hulu Sungai Tengah. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan bagaimana bentuk komunikasi persuasif yang diterapkan oleh Satuan Polisi Pamong Praja Kabupaten Hulu Sungai Tengah dalam penertiban warung malam. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan dengan menggunakan teori komunikasi persuasif oleh DeVito (2019). Hasil/Temuan: Temuan dalam penelitian ini yaitu komunikasi persuasif Satuan Polisi Pamong Praja Kabupaten Hulu Sungai Tengah belum berjalan dengan lancar. Hambatan utama berasal dari kondisi sosial ekonomi pelaku usaha warung malam, resistensi dan citra negatif terhadap Satuan Polisi Pamong Praja, serta minimnya dukungan masyarakat. Pelaku usaha warung malam cenderung mempertahankan usahanya karena keterbatasan pilihan mata pencaharian lain. Kesimpulan: Komunikasi persuasif belum sepenuhnya mampu menjembatani antara kebijakan penertiban dan kondisi sosial masyarakat. Dibutuhkan pendekatan yang lebih humanis dan strategis, seperti pelatihan retorika untuk anggota Satuan Polisi Pamong Praja, program pemberdayaan ekonomi alternatif bagi pelaku usaha, serta pelibatan aktif masyarakat dalam proses penertiban agar komunikasi persuasif dapat berjalan lancar dan berdampak positif.
