Abstract

Problem Statement/Background (GAP): Waste is an environmental issue that continues to increase with population growth and economic activity. Mojokerto district faces serious challenges due to the overcapacity of Karangdiyeng landfill, while conventional management is no longer considered effective. Sustainable strategies are needed, one of which is through the Reduce, Reuse, Recycle (TPS 3R) Waste Processing Station. Purpose: his study aims to evaluate the policy of implementing TPS 3R in Mojokerto district and identify the factors that hinder it. Method: The method used is descriptive qualitative with a policy study approach based on William N. Dunn's evaluation theory, including six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Data were obtained through observation, interviews, documentation, and triangulation. Result: The results showed that the implementation of TPS 3R in Mojokerto district has not been optimal. There is an imbalance between the number of TPS 3R and the number of villages, limited facilities and infrastructure, low community participation, and limited budget allocation. The main obstacles identified include the lack of competent human resources, low public awareness of 3R-based waste management, and weak regulations and coordination between related agencies. Conclusion: The conclusion of this study is the need to strengthen institutional capacity, increase education and socialization to the community, and expand and strengthen the role of TPS 3R as an effort to realize a sustainable waste management system in Mojokerto district. Keywords: Public Policy, Waste Management, Evaluation, Mojokerto District Permasalahan/Latar Belakang (GAP): Sampah merupakan persoalan lingkungan yang terus meningkat seiring pertumbuhan penduduk dan aktivitas ekonomi. Kabupaten Mojokerto menghadapi tantangan serius akibat kelebihan kapasitas TPA Karangdiyeng, sementara pengelolaan konvensional dinilai tidak lagi efektif. Strategi berkelanjutan diperlukan, salah satunya melalui Tempat Pengolahan Sampah Reduce, Reuse, Recycle (TPS 3R). Tujuan: Penelitian ini bertujuan mengevaluasi kebijakan penyelenggaraan TPS 3R di Kabupaten Mojokerto dan mengidentifikasi faktor-faktor penghambatnya. Metode: Metode yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kebijakan berdasarkan teori evaluasi William N. Dunn, meliputi enam kriteria: efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Data diperoleh melalui observasi, wawancara, dokumentasi, dan triangulasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi TPS 3R di Kabupaten Mojokerto belum berjalan optimal. Terdapat ketimpangan antara jumlah TPS 3R dan jumlah desa/kelurahan, keterbatasan sarana dan prasarana, rendahnya partisipasi masyarakat, serta keterbatasan alokasi anggaran. Hambatan utama yang diidentifikasi antara lain adalah kurangnya sumber daya manusia yang kompeten, rendahnya kesadaran masyarakat terhadap pengelolaan sampah berbasis 3R, serta lemahnya regulasi dan 1 koordinasi antarinstansi terkait. Kesimpulan: Kesimpulan dari penelitian ini adalah perlunya penguatan kapasitas kelembagaan, peningkatan edukasi dan sosialisasi kepada masyarakat, serta perluasan dan penguatan peran TPS 3R sebagai upaya mewujudkan sistem pengelolaan sampah yang berkelanjutan di Kabupaten Mojokerto.
