Abstract
ABSTRACT Problem Statement/Background (GAP): Batang Regency is a region located in Central Java with a relatively high unemployment rate, reaching 6.06% in 2023. This issue has become the responsibility of the local government, particularly the Batang Regency Manpower Office, to address and overcome. Purpose: This study aims to identify the strategies implemented by the Batang Regency Manpower Office in addressing unemployment, as well as to analyze and formulate new strategies that can be utilized by the agency. Method: This study employs a descriptive qualitative approach. Data collection techniques include in-depth interviews with informants from the Manpower Office staff, the community (job seekers), as well as supporting documentation. Data analysis is conducted using SWOT analysis based on the framework by Freddy Rangkuti (2017). Result: Based on the research findings, it can be concluded that The strategy of the Batang Regency Manpower Office in addressing unemployment includes the use of the Batang Career website and competency-based training programs. However, these strategies have not been fully optimized, as they have yet to reach all segments of job seekers. Recommended strategies include strengthening training resources, developing more effective training methods, improving facilities and infrastructure, and enhancing instructor competencies. Supporting factors include leadership commitment and favorable regulations, while inhibiting factors include job seekers being overly selective, lack of outreach and promotion, and limited number of instructors at the UPT BLK (Vocational Training Center). Efforts to optimize these strategies are carried out through updating promotional media, expanding the types of training to meet market demands, and strengthening cooperation with private sectors and inter-regional institutions. Conclusion: Based on these findings, the researcher recommends that the Manpower Office of Batang Regency enhance both the quantity and quality of instructors and training facilities while leveraging information and communication technology as a medium for program promotion. Keywords: Manpower Office, Unemployment, Strategy ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Batang adalah kabupaten yang berada di Jawa Tengah dengan angka pengangguran yang cukup tinggi berada pada angka 6,06% pada tahun 2023. Hal ini menjadi tanggung jawab pemerintah daerah khususnya Dinas Ketenagakerjaan Kabupaten Batang untuk mengatasi hal tersebut. Tujuan: Penelitian ini bertujuan untuk mengetahui strategi yang dilakukan oleh Dinas Ketenagakerjaan dalam mengatasi pengangguran. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara mendalam terhadap informan dari pegawai Dinas Ketenagakerjaan, masyarakat (pencari kerja), serta dokumentasi pendukung. Analisis data dilakukan dengan analisis SWOT menurut Freddy Rangkuti (2017). Hasil/Temuan: Berdasarkan hasil penelitian dapat disimpulkan Disnaker telah merancang berbagai program pelatihan berbasis kompetensi, bekerja sama dengan sektor swasta, serta memanfaatkan inovasi digital seperti aplikasi BIMMA untuk memperluas akses masyarakat terhadap informasi ketenagakerjaan. Meskipun demikian, tantangan seperti kesenjangan keterampilan, ketidakmampuan memenuhi jadwal pelatihan, dan kecenderungan tenaga kerja untuk bertahan di daerah asal masih menghambat efektivitas program.kerja yang belum maksimal. Kesimpulan: Dari hasil penelitian diatas penulis berharap dari pihak Dinas Ketenagakerjaan Kabupaten Batang agar dapat meningkatkan kuantitas dan kualitas instruktur dan sarana prasarana penunjang pelatihan dan memanfaatkan teknologi informasi komunikasi sebagai media sosialisasi.
