Abstract
ABSTRACT Problem Statement/Background (GAP) : This research examines the effectiveness of the Jemput Bola (Mobile Service) Program for Digital Population Identity (IKD) activation at the Department of Population and Civil Registration of Banggai Regency. The main problem identified was the low level of IKD activation, which only reached 2.3% of the total population required to have ID cards in the second quarter of 2024. Purpose: This research aims to analyze the implementation of outreach programs for the activation of digital population identity at the Department of Population and Civil Registration in Banggai Regency based on Budiani's theory. Method: The research employs a qualitative method with a descriptive approach. Data was collected through in-depth interviews with 8 informants consisting of Disdukcapil officials, implementing officers, and service recipients, as well as observation and documentation. Data analysis used Miles and Huberman's interactive model. Result: The results show that the Jemput Bola Program has been implemented systematically with a cluster approach reaching all districts. Program achievements showed a significant increase from 2.49% in January to 4.74% in November 2024. Based on Budiani's four dimensions of effectiveness, the program shows good target accuracy but has not reached the 10% target. Program socialization has been carried out comprehensively through various media. The achievement of program objectives shows a positive trend despite infrastructure and device ownership constraints. The program monitoring system has been running in a structured manner with tiered reporting mechanisms. Conclusion: The Jemput Bola program by Banggai Civil Registry Office achieved 4.74% DID activation, still below the 10% target. The program faced infrastructure constraints and low digital literacy, despite optimization efforts through training and village-based outreach. Monitoring innovations and infrastructure strengthening are needed to improve effectiveness. Keywords: Program Effectiveness, Mobile Service, Digital Population Identity, Population Administration ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini mengkaji efektivitas Program Jemput Bola untuk aktivasi Identitas Kependudukan Digital (IKD) di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Banggai. Permasalahan utama yang diidentifikasi adalah rendahnya tingkat aktivasi IKD yang baru mencapai 2,3% dari total penduduk wajib KTP pada triwulan kedua tahun 2024. Tujuan: Penelitian bertujuan untuk menganalisis implementasi program jemput bola untuk aktivasi identitas kependudukan digital di dinas kependudukan dan pencatatan sipil kabupaten banggai berdasarkan teori budiani. Metode: Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam dengan 8 informan yang terdiri dari pejabat Disdukcapil, petugas pelaksana, dan masyarakat penerima layanan, serta observasi dan dokumentasi. Analisis data menggunakan model interaktif Miles dan Huberman. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Program Jemput Bola telah diimplementasikan secara sistematis dengan pendekatan cluster yang menjangkau seluruh kecamatan. Capaian program menunjukkan peningkatan signifikan dari 2,49% pada Januari menjadi 4,74% pada November 2024. Berdasarkan empat dimensi efektivitas Budiani, program menunjukkan ketepatan sasaran yang baik namun belum mencapai target 10%. Sosialisasi program telah dilakukan secara komprehensif melalui berbagai media. Pencapaian tujuan program menunjukkan tren positif meski menghadapi kendala infrastruktur dan kepemilikan perangkat. Sistem pemantauan program telah berjalan terstruktur dengan mekanisme pelaporan berjenjang. Kesimpulan: Program Jemput Bola Disdukcapil Banggai mencapai 4,74% aktivasi IKD, masih di bawah target 10%. Program terkendala infrastruktur dan literasi digital rendah, meski upaya optimalisasi telah dilakukan melalui pelatihan dan sosialisasi berbasis desa.
