Abstract

ABSTRACT Problem Statement/Background (GAP): The development of the Rempang Eco-City as part of the National Strategic Project (PSN) has caused a reaction of rejection from local communities who feel that they are not involved in the planning and decision-making process, especially related to relocation and rights to uncertified land. The conflict culminated in clashes between the authorities and the community in September 2023, which caused injuries from both sides. Purpose: This study aims to analyze the dynamics of conflicts that occur in the process of developing the Rempang Island Eco-City area in Batam City, as well as to examine conflict resolution efforts carried out by related parties. Method: This study uses a qualitative approach with a case study method. The data collection technique included an in-depth interview with BP Batam, PT. Makmur Elok Graha, local government officials, and affected communities. In addition, observation and documentation were also carried out to strengthen the findings in the field. Result: The results show that conflicts are triggered by a lack of two-way communication, lack of clarity of information, and people's concerns about the loss of cultural identity and livelihoods. The government and the developer began to open a dialogue space and provide compensation and relocation guarantees as a form of social responsibility. Conclusion: The conclusion of this study is that the success of conflict resolution is highly dependent on open communication and active involvement of the community in the development process. A participatory and empathetic approach is key to creating a sustainable and just peaceful solution for all parties involved. Keywords: Social conflict, conflict resolution, Eco-City, Rempang, relocation, community participation ABSTRAK Permasalahan/Latar Belakang (GAP): Pembangunan Eco-City Rempang sebagai bagian dari Proyek Strategis Nasional (PSN) menimbulkan reaksi penolakan dari masyarakat lokal yang merasa tidak dilibatkan dalam proses perencanaan dan pengambilan keputusan, khususnya terkait dengan relokasi dan hak atas tanah yang belum tersertifikasi. Konflik memuncak pada aksi bentrokan antara aparat dan masyarakat pada September 2023, yang menyebabkan korban luka dari kedua belah pihak. Tujuan: Penelitian ini bertujuan untuk menganalisis dinamika konflik yang terjadi dalam proses pengembangan kawasan Eco-City Pulau Rempang di Kota Batam, serta mengkaji upaya resolusi konflik yang dilakukan oleh pihak-pihak terkait. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data meliputi wawancara mendalam dengan pihak BP Batam, PT. Makmur Elok Graha, aparat pemerintah setempat, serta masyarakat terdampak. Selain itu, observasi dan dokumentasi juga dilakukan untuk memperkuat temuan di lapangan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa konflik dipicu oleh kurangnya komunikasi dua arah, ketidakjelasan informasi, dan kekhawatiran masyarakat akan hilangnya identitas budaya serta mata pencaharian. Pemerintah bersama pihak pengembang mulai membuka ruang dialog dan memberikan kompensasi serta jaminan relokasi sebagai bentuk tanggung jawab sosial. Kesimpulan: Kesimpulan dari penelitian ini adalah bahwa keberhasilan resolusi konflik sangat bergantung pada keterbukaan komunikasi dan keterlibatan aktif masyarakat dalam proses pembangunan. Pendekatan partisipatif dan empatik menjadi kunci dalam menciptakan solusi damai yang berkelanjutan dan berkeadilan bagi seluruh pihak yang terlibat.
