Abstract

ABSTRACT Problem Statement/Background (Research Gap): West Nusa Tenggara Province has the lowest merit system implementation score among its neighboring provinces. This is due to the fact that talent management has not yet been implemented in its regencies/cities, including East Lombok Regency. Purpose: To determine the readiness of the East Lombok Regency BKPSDM (Regional Personnel and Human Resources Development Agency) to implement talent management.. Method: This research uses a qualitative approach with data collection techniques including interviews, observations, documentation, and triangulation. There were 14 informants involved as sources in this study. Results: The results show that BKPSDM has been delayed in preparing for talent management. This is due to budget constraints, the unavailability of computers connected to the central server, and some employees being unfamiliar with technology or still accustomed to manual methods. Conclusion: BKPSDM East Lombok Regency is considered highly ready to implement talent management, although there are still obstacles in the dimensions of change efficacy and contextual factors, such as budget limitations, lack of computer infrastructure, and employees' unfamiliarity with technology. The BKPSDM is making efforts to optimize the use of available budgets, utilize computers from the DISKOMINFO (Communications and Information Office), and conduct socialization as well as provide assistance. Keywords: Talent Management, Organizational Readiness, BKPSDM ABSTRAK Permasalahan/Latar Belakang (GAP): Provinsi Nusa Tenggara Barat merupakan provinsi yang memiliki nilai pelaksanaan sistem merit paling rendah di antara provinsi sekitarnya dikarenakan manajemen talenta belum di terapkan di kabupaten/kotanya salah satunya Kabupaten Lombok Timur. Tujuan: Untuk mengetahui kesiapan BKPSDM Kabupaten Lombok Timur untuk melaksanakan manajemen talenta. Metode: Menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dokumentasi, dan triangulasi. Pada penelitian ini terdapat 14 informan sebagai narasumber. Hasil: Hasil dari penelitian ini adalah BKPSDM dalam mempersiapkan manajemen talenta terlambat. Hal ini dikarenakan adanya keterbatasan anggaran, tidak tersedianya komputer yang terhubung dengan server pusat, dan sebagian pegawai kurang familiar akan teknologi atau terbiasa dengan metode manual. Kesimpulan: BKPSDM Kabupaten Lombok Timur telah sangat siap melaksanakan manajemen talenta meskipun pada dimensi efikasi perubahan dan faktor kontekstual masih terdapat hambatan berupa anggaran, komputer, dan pegawai yang kurang familiar dengan teknologi. BKPSDM Kabupaten Lombok Timur berupaya menggunakan anggaran dengan efektif, menggunakan komputer DISKOMINFO, dan memberikan sosialisasi serta melakukan asistensi.
