Abstract
ABSTRACT Problem Statement/Background (GAP):This study addresses the issue of poverty, which remains relatively high in Noemeto Village despite the implementation of infrastructure development. The main obstacles are the lack of skilled human resources and the low level of community participation in land relinquishment. Purpose:The aim of this study is to analyze the implementation of village road development as an effort to alleviate poverty using a community participation approach based on Cohen and Uphoff's theory. Method :This research uses a qualitative method with data collection techniques including interviews, observation, and documentation. The analysis is conducted based on four dimensions of participation: planning, implementation, benefit-sharing, and evaluation. Result: The findings show that the community was actively involved from the planning stage through village meetings, in the implementation as laborers and material providers, and in the evaluation of development programs. The development of village roads has had an impact on improving market access, reducing transportation costs, and enhancing economic connectivity. However, there are still challenges, such as a shortage of skilled labor and limited willingness of residents to release land. Conclusion: Village development in Noemeto has shown positive results in reducing poverty, although several challenges remain. Synergy between the village government and the community is needed to ensure the sustainability of development programs. Keywords: Village Development, Poverty, Community Participation ABSTRAK Permasalahan/Latar Belakang (GAP):Penelitian ini mengangkat permasalahan kemiskinan yang masih cukup tinggi di Desa Noemeto meskipun telah dilakukan pembangunan infrastruktur. Faktor penghambat utama adalah kurangnya sumber daya manusia terampil dan rendahnya partisipasi masyarakat dalam pelepasan hak atas tanah.Tujuan: Penelitian ini bertujuan untuk menganalisis pelaksanaan pembangunan jalan desa dalam upaya pengentasan kemiskinan dengan menggunakan pendekatan partisipasi masyarakat berdasarkan teori Cohen dan Uphoff. Metode: Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis dilakukan berdasarkan empat dimensi partisipasi: perencanaan, pelaksanaan, menikmati hasil, dan evaluasi. Hasil/Temuan: Penelitian menunjukkan bahwa masyarakat terlibat aktif mulai dari tahap perencanaan melalui musyawarah desa, pelaksanaan dengan menjadi tenaga kerja dan penyedia material, hingga evaluasi program pembangunan. Pembangunan jalan desa berdampak pada peningkatan akses pasar, penurunan biaya transportasi, dan peningkatan konektivitas ekonomi. Namun masih terdapat kendala, seperti kekurangan tenaga kerja terampil dan rendahnya pelepasan tanah oleh masyarakat. Kesimpulan: Pembangunan desa di Noemeto telah menunjukkan hasil positif dalam pengentasan kemiskinan, meskipun masih menghadapi sejumlah tantangan. Diperlukan sinergi antara pemerintah desa dan masyarakat untuk menjaga keberlanjutan program pembangunan. Kata Kunci: Pembangunan Desa; Kemiskinan; Partisipasi Masyarakat
