Abstract
ABSTRACT Problem/Background (GAP): The high population growth in Banjarbaru City, combined with limited public understanding of family planning, lack of male participation, and limited coordination with private health facilities, has hampered the effectiveness of the Family Planning (KB) Program. Purpose: This study aims to examine the implementation of the Family Planning Program in controlling population growth in Banjarbaru City, identify the supporting and inhibiting factors, and describe the efforts of the local government in overcoming implementation obstacles. Method: This research uses a descriptive qualitative method with an inductive approach. Data were collected through interviews, observations, and documentation. Data were analyzed using data reduction, data presentation, and conclusion drawing. Results/Findings: The implementation of the Family Planning Program in Banjarbaru has shown positive steps but remains suboptimal. Several indicators based on the Van Meter and Van Horn model—such as resources, coordination, and community acceptance—have not been fully met. Conclusion: Internally, the implementation of the Family Planning Program by DP3APMP2KB has proceeded well. However, challenges remain in the form of low public awareness, weak male involvement, and lack of integration with private health facilities.
