Abstract
ABSTRACT Problem/Background (GAP): The Mojokerto City Government developed the Online Service Monitoring and Licensing System (SIMOJO) website service to accelerate digital transformation in public services. Although SIMOJO is designed to make it easier to access electronic licensing, the reality is that most people still choose to use manual services. This discrepancy shows that the implementation of e-government has not been achieved. Objective: This study aims to analyze the implementation of SIMOJO in the One-Stop Investment and Integrated Services Office (DPMPTSP) of Mojokerto City, East Java Province. Methods: This study used a descriptive qualitative approach. The data collection technique was carried out by means of in-depth interviews with informants from employees of the Mojokerto City Investment and One-Stop Integrated Services Office and the public who use SIMOJO services. Results/Findings: The research findings obtained by the author in this study are that there are several obstacles in the support dimension in the form of socialization to the community and low digital literacy, in addition, the capacity dimension in the form of limited information technology infrastructure, and the lack of readiness of human resources in supporting digital-based services. In addition, the local culture dimension regarding the cultural resistance of the community to the change from manual to digital services is also a significant obstacle.
