Abstract
ABSTRACT Problem statement/background (GAP): There has been an increase in the acquisition of seats for the Golkar Party from 11 seats in 2019 to 16 seats in 2024. Although it managed to become the party with the most seats in Balikpapan City, the results still did not meet the party's internal target of 18 seats. Purpose: This study aims to examine the role of representation of members of the Golongan Karya Party DPRD in the 2024 General Election in Balikpapan City, as well as the factors that become opportunities and obstacles to the election of these party members in achieving the legislative seat target. Method: This study uses a qualitative method with a descriptive approach. Data was collected through in-depth interviews, observations, and documentation studies. The analysis of this study uses the theory of representation from Hanna F. Pitkin with four main dimensions: representative, represented, representative substance, and political context. This theory is complemented by the role theory of Biddle & Thomas to analyze social expectations, norms, performance, and evaluations of legislators. Results: The results of the study show that the representation dimension in the "representative" and "represented" aspects has been carried out quite effectively through recess activities and constituent dialogue. However, in the dimension of "representative substance", involvement of indigenous groups and youth is still limited. Meanwhile, in the "political context", the open proportional election system and internal party dynamics are obstacles to achieving targets. Conclusion: Effective representation requires not only a formal presence in parliament, but also adaptation to the ever-evolving local socio-political dynamics. Keywords: Representation, Golkar Party, DPRD Members, 2024 Election, Balikpapan, Role Theory ABSTRAK Permasalahan/Latar Belakang (GAP): Terjadi peningkatan perolehan kursi Partai Golkar dari 11 kursi pada tahun 2019 menjadi 16 kursi pada tahun 2024. Meskipun berhasil menjadi partai dengan perolehan kursi terbanyak di Kota Balikpapan, hasil tersebut masih belum memenuhi target internal partai yaitu 18 kursi. Tujuan: Penelitian ini bertujuan untuk mengkaji peran keterwakilan anggota DPRD Partai Golongan Karya dalam Pemilihan Umum Tahun 2024 di Kota Balikpapan, serta faktor yang menjadi peluang dan hambatan keterpilihan anggota partai tersebut dalam mencapai target kursi legislatif. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, serta studi dokumentasi. Analisis penelitian ini menggunakan teori keterwakilan dari Hanna F. Pitkin dengan empat dimensi utama: wakil, yang diwakili, substansi perwakilan, dan konteks politik. Teori ini dilengkapi dengan teori peran dari Biddle & Thomas untuk menganalisis ekspektasi, norma, performa, dan evaluasi sosial terhadap anggota legislatif. Hasil/Temuan: Hasil penelitian menunjukkan bahwa dimensi keterwakilan pada aspek “wakil” dan “yang diwakili” telah dijalankan cukup efektif melalui kegiatan reses dan dialog konstituen. Namun pada dimensi “substansi perwakilan”, keterlibatan terhadap kelompok adat dan pemuda masih terbatas. Sementara dalam “konteks politik”, sistem pemilu proporsional terbuka dan dinamika internal partai menjadi hambatan dalam pencapaian target. Kesimpulan: Keterwakilan yang efektif tidak hanya membutuhkan kehadiran formal dalam parlemen, tetapi juga adaptasi terhadap dinamika sosial-politik lokal yang terus berkembang.
