Abstract
ABSTRACT Problem Statement/Background (GAP): The widespread practice of undercover prostitution as a form of social deviance in Siak Regency has become a serious social issue that disrupts public order and community peace. Although the Siak Regency Government has issued Regional Regulation Number 3 of 2022 concerning Public Order, Peace, and Community Protection, prostitution practices are still frequently found—even in locations that have been repeatedly raided by the Civil Service Police Unit (Satpol PP). This condition illustrates a gap between the normative expectations outlined in the regulation and the actual implementation in the field. Purpose: This study aims to analyze the effectiveness of controlling undercover prostitution by the Satpol PP of Siak Regency, identify the challenges encountered, and explain the efforts made to overcome these challenges. Method: This study employs a descriptive qualitative method with data collected through interviews, observations, and documentation. Results: The findings show that, based on the five dimensions of legal effectiveness proposed by Soerjono Soekanto (2022), three dimensions have not functioned optimally: law enforcement, facilities and infrastructure, and community participation. The main obstacles identified include the limited number and capacity of personnel, insufficient budget allocation, weak oversight, and low levels of public awareness and engagement. To overcome these challenges, Satpol PP has undertaken various efforts such as providing guidance to offenders, conducting enforcement and sealing operations, strengthening cross-sector coordination, and promoting legal awareness within the community. Conclusion: The control of undercover prostitution by the Satpol PP of Siak Regency has not yet been fully effective. Therefore, institutional strengthening, infrastructure improvements, culturally rooted approaches, and enhanced public participation are essential to achieve more optimal and sustainable law enforcement outcomes. Keywords: Effectiveness, Law Enforcement, Undercover Prostitution, Social Deviance, Satpol PP ABSTRAK Permasalahan (GAP): Maraknya praktik prostitusi terselubung sebagai salah satu bentuk penyakit masyarakat di Kabupaten Siak telah menjadi persoalan sosial yang mengganggu ketenteraman dan ketertiban umum. Meskipun Pemerintah Kabupaten Siak telah menerbitkan Peraturan Daerah Nomor 3 Tahun 2022 tentang Ketertiban Umum, Ketenteraman dan Perlindungan Masyarakat, praktik prostitusi masih sering ditemukan, bahkan pada lokasi yang telah beberapa kali ditertibkan oleh Satpol PP. Kondisi ini menunjukkan adanya kesenjangan antara harapan normatif dalam regulasi dengan realitas pelaksanaan di lapangan. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas penertiban prostitusi terselubung oleh Satpol PP Kabupaten Siak, mengidentifikasi hambatan yang dihadapi, serta menguraikan upaya yang dilakukan dalam mengatasi hambatan tersebut. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa dari lima dimensi efektivitas hukum menurut Soerjono Soekanto (2022), terdapat tiga dimensi yang belum berjalan secara optimal, yaitu: penegak hukum, sarana dan prasarana, serta masyarakat. Hambatan utama yang dihadapi mencakup keterbatasan jumlah dan kapasitas personel, minimnya alokasi anggaran, lemahnya pengawasan, serta rendahnya kesadaran dan partisipasi masyarakat. Dalam mengatasi hambatan tersebut, Satpol PP telah melakukan sejumlah upaya seperti pembinaan terhadap pelaku, penindakan dan penyegelan tempat usaha, peningkatan koordinasi lintas sektor, serta sosialisasi hukum kepada masyarakat. Kesimpulan: Efektivitas penertiban prostitusi terselubung oleh Satpol PP Kabupaten Siak belum sepenuhnya tercapai. Oleh karena itu, diperlukan penguatan kelembagaan, perbaikan fasilitas, pendekatan berbasis budaya lokal, dan peningkatan partisipasi masyarakat agar penegakan hukum dapat berjalan secara lebih optimal dan berkelanjutan.
