Abstract
ABSTRACT Problem Statement/ Background (GAP): The national target for birth certificate ownership in Dharmasraya Regency has not been achieved. Purpose: The purpose of this study was to analyze the innovation of SI PETA BILING (Online Birth Certificate Submission Service System Through Midwives) in issuing birth certificates at the Population and Civil Registration Office of Dharmasraya Regency, to identify and explain the inhibiting factors and to identify and describe the efforts made by the Population and Civil Registration Office of Dharmasraya Regency.Method: This study used qualitative research methods with an inductive approach. according to Rogers' Theory of Innovation. Data collection techniques were carried out by observation, interviews, and documentation. Result: The findings obtained by the author in this study are that the process of issuing birth certificates has become faster and easier, people do not need to come directly to the Disdukcapil office, they only need to apply through a midwife who acts as a direct intermediary in submitting birth certificates, so that ownership of birth certificates has increased as seen from the achievement of the overall research dimensions, but there are still shortcomings that need to be improved, namely internet and computer facilities which are still often constrained and the lack of public understanding in implementing this innovation is indicated by the fact that there are still people who do not know about this innovation, while the procedures and mechanisms for implementing the SI PETA BILING innovation have been carried out well. Conclusion: The innovation of SI PETA BILING (Online Birth Certificate Submission Service System Through Midwives) is considered quite good based on the analysis of five dimensions of innovation according to Rogers (Suwarno: 2008), namely Relative Advantage, Suitability, Complexity, Possibility of Trial, and Ease of Observation, which overall show positive results. However, its implementation still faces several obstacles in the field. Keywords: Innovation, SI PETA BILING, Birth Certificate, Midwife ABSTRAK Permasalahan/Latar Belakang (GAP) : Belum tercapainya target nasional kepemilikan akta kelahiran di Kabupaten Dharmasraya Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis inovasi SI PETA BILING (Sistem Pelayanan Pengajuan Akta Kelahiran Melalui Bidan Secara Daring) dalam penerbitan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dharmasraya, untuk mengetahui dan menjelaskan faktor-faktor yang menghambat serta untuk mengetahui dan mendeskripsikan upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dharmasraya. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan induktif menurut Teori Inovasi dari Rogers. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu proses penerbitan akta kelahiran menjadi lebih cepat, dan mudah, masyarakat tidak perlu datang langsung ke kantor Disdukcapil cukup mengajukan melalui bidan yang berperan sebagai perantara langsung dalam pengajuan akta kelahiran, sehingga kepemilikan akta kelahiran menjadi meningkat dilihat dari tercapainya dimensi penelitian secara keseluruhan, namun masih terdapat kekurangan yang perlu ditingkatkan lagi yaitu fasilitas internet dan komputer yang masih sering terkendala serta kurangnya pemahaman masyarakat dalam pelaksanaan inovasi ini ditandai dengan masih adanya masyarakat yang belum mengetahui akan adanya inovasi ini, sedangkan prosedur dan mekanisme pelaksanaan inovasi SI PETA BILING sudah baik dilakukan. Kesimpulan: Inovasi SI PETA BILING (Sistem Pelayanan Pengajuan Akta Kelahiran Melalui Bidan Secara Daring) sudah cukup baik. Hal tersebut diperoleh berdasarkan analisis dari 5 dimensi penelitian menurut Rogers (Suwarno:2008) yaitu Keuntungan Relatif, Kesesuaian, Kerumitan, Kemungkinan Dicoba, dan Kemudahan Diamati yang menunjukkan hasil yang positif dan tercapai secara keseluruhan, namun masih sedikit terkendala dalam pelaksanaannya.
