Abstract

ABSTRACT Problems/Background (GAP): The socialization and services of digital population identity in Kotamobagu City, North Sulawesi Province, are still not optimal. Purpose: This study aims to analyze and formulate strategies to increase the coverage of IKD ownership that are adaptive and applicable implemented by the local government Methods: The study used a descriptive qualitative approach with observation techniques, in-depth interviews, and documentation. The analysis was conducted using the Strategy Management method to identify the environment, formulate strategies, implement strategies and carry out control and evaluation on the Strategy. Results/Findings: The findings show that the low coverage of IKD ownership is due to disruptions in the central network, low public interest in IKD, lack of understanding of ID card digitization, and user institutions that have not accepted IKD as a public service transaction system. Strategic management analysis revealed that a strategy that comprehensively maps and flows, implements an inclusive strategy and determines mechanisms to obtain feedback from the community can help increase the chances of IKD ownership coverage. Conclusion: IKD ownership coverage in Kotamobagu City is still low due to a combination of structural, technical, and social factors. A comprehensive strategic strategy based on a thorough identification of the environment is needed to make the implementation of the digital transformation of population administration more effective and efficient. Keywords: Digital Population Identity, Digital Transformation.,Management Strategy, Kotamobagu City ABSTRAK Permasalahan/Latar Belakang (GAP): Masih kurang optimalnya sosialisasi dan Layanan identitas kependudukan digital di kota Kotamobagu Provinsi Sulawesi Utara. Tujuan: Penelitian ini bertujuan untuk menganalisa strategi peningkatan cakupan kepemilikan IKD yang adaptif dan aplikatif yang diterapkan oleh Pemerintah daerah Metode: Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik observasi, wawancara mendalam, dan dokumentasi. Analisis dilakukan menggunakan metode Manajemen Strategi untuk mengidentifikasi lingkungan , memformulasikan strategi, menerapkan strategi dan melaksanakan control dan evaluasi pada Strategi tersebut. Hasil/Temuan: Temuan menunjukkan bahwa rendahnya cakupan Kepemilikan IKD disebabkan gangguan pada jaringan pusat, rendahnya ketertarikan masyarakat terhadap IKD, kurangnya pemahaman mengenai digitalisasi KTP, dan lembaga pengguna yang belum menerima IKD sebagai sistem transaksi pelayanan publik. Analisis manajemen Strategis mengungkapkan strategi yang melakukan pemetaan dan alur secara komprehensif, penerapan strategi yang inklusif dan menentukan mekanisme untuk mendapatkan umpan balik dari masyarkat dapat membantu meningkatkan peluang cakupan kepemilikan IKD. Kesimpulan: Cakupan Kepemilikan IKD di Kota Kotamobagu masih tergolong rendah akibat kombinasi faktor struktural, teknis, dan sosial. Diperlukan strategi strategis secara komprehensif yang beradasrkan identifikasi lingkungan secara menyeluruh guna pelaksanaan dalam transformasi digital administrasi kependudukan berjalan lebih efektif dan efisien.
