Abstract

ABSTRACT Problem/Background (GAP): Low participation of civil servants in education and training, as well as the mismatch between positions and competencies within the Government of Batam City. Objective: To analyze how competency development of civil service human resources is carried out in the Government of Batam City, identify the obstacles encountered in the process, and explore efforts to optimize it. Purpose: to identiify and analyze the development of human resource competencies in the Batam City goverment. Method: This research uses a descriptive qualitative method, with data collection techniques including interviews, observation, and documentation. The research informants consist of structural officials and employees within the Batam City Government. Data analysis was conducted interactively through data reduction, data display, and conclusion drawing. The total number of informants in this study was 9 people. Results/Findings: The results indicate that competency development is carried out through education, training, and job transfers (mutations), but it has not been optimal due to budget limitations, lack of awareness among civil servants, and ineffective mutation management. Conclusion: The development of civil servant competencies within the Government of Batam City is relatively good; however, several challenges remain, including limited funding and low motivation among employees to pursue further education to enhance their competencies. Keywords: Competence, Civil Service Human Resources, Education, Training, Mutation, Batam City Government ABSTRAK Permasalahan/Latar Belakang (GAP) : Rendahnya partisipasi aparatur dalam pendidikan dan pelatihan serta ketidaksesuaian antara jabatan dan kompetensi di Pemerintahan Kota Batam.Tujuan: untuk mengetahui dan menganalisis pengembangan kompetensi sumber daya aparatur di pemerintahan Kota Batam. Metode: menggunakan Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri dari pejabat struktural dan pegawai dilingkup Pemerintahan Kota Batam. Analisis data dilakukan secara interaktif melalui proses reduksi data, penyajian data, dan penarikan kesimpulan, dan total informan dalam penelitian ini berjumlah 9 orang. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pengembangan dilakukan melalui pendidikan, pelatihan, dan mutasi, namun belum optimal karena keterbatasan anggaran, kurangnya kesadaran aparatur dan belum efektifnya manajemen mutasi. Kesimpulan: pengembangan kompetensi sumber daya aparatur di Pemerintahan Kota Batam sudah cukup baik, namun masih terdapat beberapa kendala berupa anggaran dan motivasi pegawai yang rendah untuk mengikuti pendidikan lanjutan untuk mengembangkan kompetensinya.
