Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the gap of the number of national cooperation agreements that has shown an increasing trend each year, Blitar Regency has not met its target. Purpose: This study aims to analyze the use of population data in realizing the “Cepat, Dekat, Ora Ragat” service at the Civil Registration and Vital Statistics Office of Blitar Regency, East Java Province. Method: The research employs a qualitative approach with a descriptive-inductive method. Data were collected through observation, semi-structured interviews, and documentation involving 10 informants. Data analysis was conducted through data preparation, reading, organization, description of findings, and interpretation. Result: The results show that the use of population data in Blitar Regency has contributed to the realization of the “Cepat, Dekat, Ora Ragat” service, although it has not been fully optimized. Challenges include the lack of cooperation with several institutions, certification issues related to ISO 27001, and data updating. In response, the Dukcapil Office of Blitar Regency has taken measures such as regular data updating, conducting outreach to user agencies and the public, and advocating for dispensations regarding ISO 27001 certification to the central government. Conclusion: The utilization of population data in Blitar Regency has shown success, although it has not yet reached its full potential. This is reflected in the analysis of indicators summarized in the service concept of "Cepat, Dekat, Ora Ragat" (Fast, Accessible, and Free of Charge). To optimize the use of population data, it is recommended to implement a proactive outreach strategy, accelerate the establishment of cooperation agreements (PKS), and apply access management based on internal authorization. Keywords: Population Data Utilization, Public Service, Disdukcapil, Blitar Regency ABSTRAK Permasalahan/Latar Belakang (GAP): Peneliti berfokus pada kesenjangan capaian jumlah perjanjian kerja sama nasional menunjukkan tren peningkatan tiap tahunnya, namun di Kabupaten Blitar justru tidak memenuhi target realisasi. Tujuan: Penelitian ini bertujuan untuk menganalisis pemanfaatan data kependudukan dalam mewujudkan pelayanan "Cepat, Dekat, Ora Ragat" di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Blitar Provinsi Jawa Timur. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif-induktif. Data diperoleh melalui observasi, wawancara semi-terstruktur, dan dokumentasi terhadap 10 informan. Analisis data dilaksanakan dengan mempersiapkan data, membaca data, pengorganisasian data, mendeskripsikan hasil, dan membuat interpretasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pemanfaatan data kependudukan di Kabupaten Blitar telah berhasil mewujudkan pelayanan “Cepat, Dekat, dan Ora Ragat” meskipun belum maksimal. Kendala yang dihadapi antara lain masih banyak lembaga yang belum bekerja sama, terkendala sertifikasi ISO 27001, dan kemutakhiran data. Oleh sebab itu Dinas Dukcapil Kabupaten Blitar melakukan upaya-upaya yakni dengan updating data, sosialisasi kepada lembaga pengguna dan masyarakat, serta kebijakan dispensasi penggunaan sertifikasi ISO 27001. Kesimpulan: Pemanfaatan data kependudukan di Kabupaten Blitar menunjukkan keberhasilan meskipun belum maksimal, hal ini ditunjukkan dengan hasil analisis indikator yang dirangkum dalam konsep pelayanan “Cepat, Dekat, Ora Ragat”. Guna mengoptimalkan pemanfaatan data kependudukan, disarankan untuk mengimplementasikan strategi jemput bola, mendorong percepatan PKS, dan menerapkan pengelolaan akses berbasis otorisasi internal.
