Abstract
ABSTRACT Problem/Background (GAP): Collaboration between Satpol PP and the Social Service in Jambi City is important to overcome street children, vagrants, and beggars caused by poverty, low education, and other social factors. Based on Mayor Regulation Number 29 of 2016 Objective: To analyze the Collaboration between the Social Service and the Civil Service Police Unit in handling street children, vagrants, and beggars. Method: The theory applied in this study is the Collaborative Governance theory from Ansell and Gash. This study was conducted with a qualitative approach using descriptive methods and inductive data analysis. The results can be concluded as a whole. To collect data, the techniques used include interviews, observations, and documentation. Results: The results of the study indicate that in the dimensions of initial conditions and facilitative leadership, it was found to be quite good with adequate human resource support. However, in the support indicator for facilities and infrastructure, the author is still very lacking. In the dimensions of Institutional Design and Collaboration Process, several indicators were found to be quite good, but the indicator for routine meeting forums was still lacking. Conclusion: Collaboration between the Social Service and the Civil Service Police Unit has been going quite well Keywords: Street Children, Vagrants, Beggars, Peace, Public Order ABSTRAK Permasalahan/Latar Belakang (GAP): Kolaborasi antara Satpol PP dan Dinas Sosial di Kota Jambi penting untuk mengatasi anak jalanan, gelandangan, dan pengemis yang disebabkan kemiskinan, rendahnya pendidikan, dan faktor sosial lainnya. Tujuan : Untuk menganalisis Kolaborasi antara Dinas Sosial dan Satuan Polisi Pamong Praja dalam penanganan anak jalanan, gelandangan, dan pengemis. Metode : Teori yang diterapkan dalam penelitian ini adalah teori Collaborative Governance dari Ansell dan Gash. Penelitian ini dilakukan dengan pendekatan kualitatif yang menggunakan metode deskriptif dan analisis data secara induktif. Hasilnya dapat disimpulkan secara keseluruhan. Untuk mengumpulkan data, teknik yang digunakan meliputi wawancara, observasi, dan dokumentasi. Hasil : Hasil penelitian menunjukkan bahwa pada dimensi kondisi awal dan kepemimpinan fasilitatif ditemukan cukup baik dengan dukungan sumber daya manusia yang memadai. Namun, pada indikator dukungan sarana dan prasarana penulis masih sangat kurang. Pada dimensi Desain Kelembagaan dan Proses Kolaborasi beberapa indikator ditemukan cukup baik, namun pada indikator forum pertemuan rutin masih kurang. Kesimpulan : Kolaborasi Dinas Sosial dan Satuan Polisi Pamong Praja sudah berjalan cukup baik Keywords : Anak Jalanan, Gelandangan, Pengemis, Ketentraman, Ketertiban Umum
