Abstract
Problem Statement/Background (GAP): The government began implementing the Digital Population Identity (IKD) policy nationally in 2022. However, the activation rate in South Aceh Regency, Aceh Province, remains far below the national target set by the Directorate General of Population and Civil Registration, with only 3.47% or about 5,983 of 172,564 eligible residents having activated their IKD. Purpose: This study aims to examine the optimization efforts of the Department of Population and Civil Registration of South Aceh Regency in activating Digital Population Identity, as well as identifying the inhibiting factors and the strategies used to overcome them. Method: This research uses a qualitative method and is analyzed using Hotniar Siringoringo's theory (2005). Primary data were obtained directly from informants, while secondary data came from articles, reports, and documents. Data analysis techniques include data collection, data reduction, and drawing conclusions. Result: The findings reveal that the activation of Digital Population Identity in South Aceh Regency has not been optimal. The main obstacles include limited public knowledge and awareness, minimal integration of digital IDs into daily life, and network accessibility issues. To address these challenges, the Department has implemented outreach services and intensified communication and public awareness campaigns. Conclusion: The optimization of Digital Population Identity activation in South Aceh Regency still faces several challenges. However, efforts such as mobile service programs and continuous socialization are strategic steps taken by the local government to increase public participation. Further use of technology and community collaboration is recommended to enhance the activation process. Keywords : Optimalization, Digital Population Identity Latar Belakang Permasalahan (GAP): Pemerintah mulai menerapkan kebijakan Identitas Kependudukan Digital (IKD) secara nasional pada tahun 2022. Namun, tingkat aktivasi di Kabupaten Aceh Selatan, Provinsi Aceh, masih jauh di bawah target nasional yang ditetapkan oleh Direktorat Jenderal Kependudukan dan Pencatatan Sipil, yaitu hanya sebesar 3,47% atau sekitar 5.983 dari 172.564 penduduk wajib KTP. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana upaya optimalisasi aktivasi Identitas Kependudukan Digital yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Selatan, serta untuk mengidentifikasi faktor-faktor penghambat dan strategi yang digunakan untuk mengatasinya. Metode: Penelitian ini menggunakan metode kualitatif dan dianalisis menggunakan teori Hotniar Siringoringo (2005). Data primer diperoleh langsung dari para informan, sedangkan data sekunder bersumber dari artikel, laporan, dan dokumen terkait. Teknik analisis data dilakukan melalui pengumpulan data, reduksi data, dan penarikan kesimpulan. Hasil: Hasil penelitian menunjukkan bahwa proses aktivasi Identitas Kependudukan Digital di Kabupaten Aceh Selatan belum optimal. Hambatan utama meliputi kurangnya pengetahuan dan kesadaran masyarakat, belum maksimalnya integrasi IKD dalam kehidupan sehari-hari, serta kendala jaringan. Untuk mengatasi hambatan tersebut, Dinas melakukan layanan jemput bola serta memperkuat komunikasi dan sosialisasi kepada masyarakat. Kesimpulan: Optimalisasi aktivasi Identitas Kependudukan Digital di Kabupaten Aceh Selatan masih menghadapi berbagai tantangan. Namun, upaya seperti program layanan jemput bola dan sosialisasi yang berkelanjutan merupakan langkah strategis pemerintah daerah untuk meningkatkan partisipasi masyarakat. Penggunaan teknologi dan kolaborasi lintas sektor disarankan untuk mendorong keberhasilan program ini. Kata Kunci : Optimalisasi, Identitas Kependudukan Digital
