Abstract
ABSTRACT Problem/Background (GAP): The author focuses on the problem of not achieving the unemployment reduction target of South Central Timor District in 2022-2024, the limited number of education and skills training quotas for job seekers, and the inadequate availability of infrastructure. Purpose: The purpose of this study is to analyze and describe the effectiveness of education and skills training for job seekers in reducing unemployment in South Central Timor District. Methods: This research uses descriptive qualitative research methods, with data collection techniques namely observation, interviews and documentation, and data analysis techniques using the interactive model developed by Miles and Huberman, namely data reduction, data presentation, and conclusion drawing/verification. Results/Findings: The education and skills training program in South Central Timor District is proven to improve the skills and independence of participants, with most graduates able to obtain employment or open their own businesses. The program is considered right on target and supported by adequate facilities, but still faces obstacles in the form of budget limitations, minimal training variations, the absence of a permanent BLK, and less innovative socialization methods. Conclusion: Skills training has contributed positively to reducing unemployment in South Central Timor District. The success of the program is supported by multi-stakeholder collaboration and incentives, but increased variety of training, utilization of information technology, and strengthening of supporting facilities are still needed for more optimal effectiveness. Keywords: Effectiveness, Skills, Job Seekers, Unemployment ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tidak tercapainya target pengurangan pengangguran Kabupaten Timor Tengah Selatan tahun 2022-2024, terbatasnya jumlah kuota pendidikan dan pelatihan keterampilan bagi pencari kerja, serta ketersediaan sarana prasarana yang belum memadai. Tujuan: Tujuan dari penelitian ini yaitu untuk menganalisis dan mendeskripsikan efektivitas pendidikan dan pelatihan keterampilan bagi pencari kerja dalam mengurangi angka pengangguran di Kabupaten Timor Tengah Selatan. Metode: Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi, serta teknik analisis data menggunakan model interaktif yang dikembangkan oleh Miles dan Huberman yaitu reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil/Temuan: Program pendidikan dan pelatihan keterampilan di Kabupaten Timor Tengah Selatan terbukti meningkatkan keterampilan dan kemandirian peserta, dengan sebagian besar lulusan mampu memperoleh pekerjaan atau membuka usaha sendiri. Program ini dinilai tepat sasaran dan didukung fasilitas memadai, namun masih menghadapi kendala berupa keterbatasan anggaran, variasi pelatihan yang minim, belum adanya BLK permanen, serta metode sosialisasi yang kurang inovatif. Kesimpulan: Pelatihan keterampilan telah berkontribusi positif dalam mengurangi pengangguran di Kabupaten Timor Tengah Selatan. Keberhasilan program didukung kolaborasi multi pihak dan insentif, namun peningkatan variasi pelatihan, pemanfaatan teknologi informasi, serta penguatan fasilitas pendukung masih diperlukan untuk efektivitas yang lebih optimal.
