Abstract
ABSTRAK Permasalahan/Latar Belakang(GAP): Upaya penegakan ketertiban umum dan ketenteraman masyarakat merupakan salah satu faktor pendukung utama dalam menciptakan lingkungan sosial yang aman dan kondusif, sehingga berbagai bentuk penyimpangan sosial perlu segera ditangani secara tepat. Akan tetapi, Kota Binjai masih menghadapi kendala dalam penertiban praktik prostitusi yang kian tersembunyi dan berbasis digital, maka diperlukan strategi yang adaptif dan terpadu melalui peran aktif Satpol PP sebagai ujung tombak penegakan peraturan daerah.Tujuan : Untuk mengetahui dan menganalisis penertiban praktik prostitusi yang dilakukan oleh Satuan Polisi Pamong Praja di Kota Binjai Provinsi Sumatera Utara. Metode : Penelitian ini menggunakan pendekatan deskriptif kualitatif yang bertujuan untuk menggambarkan secara sistematis strategi penertiban praktik prostitusi oleh Satuan Polisi Pamong Praja di Kota Binjai. Sumber data terdiri atas data primer dan sekunder yang diperoleh melalui berbagai teknik pengumpulan data, antara lain wawancara, observasi lapangan, dan studi dokumentasi. Informan penelitian meliputi pejabat dan anggota Satpol PP serta tokoh masyarakat. Proses analisis data dilakukan melalui tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil : Penertiban praktik prostitusi oleh Satuan Polisi Pamong Praja Kota Binjai dilaksanakan melalui penertiban langsung dan tidak langsung sesuai dengan dimensi teori penertiban Retno Widjajanti (2000). Namun, pelaksanaannya di lapangan belum berjalan secara optimal. Penertiban langsung, khususnya pada aspek tindakan represif, belum dilaksanakan secara maksimal karena rendahnya frekuensi razia serta tidak adanya keberlanjutan dalam strategi penindakan terhadap pelanggaran yang ditemukan. Sementara itu, penertiban tidak langsung seperti kegiatan pembinaan dan sosialisasi sudah dilakukan, namun belum menjangkau seluruh lapisan masyarakat secara menyeluruh. Ketersediaan sarana operasional memang tidak terbatas, namun belum sepenuhnya sesuai dengan standar yang ditetapkan dalam Peraturan Menteri Dalam Negeri Nomor 17 Tahun 2019. Selain itu, keterbatasan sumber daya manusia, khususnya karena dominasi tenaga non-ASN, turut memengaruhi efektivitas penertiban di lapangan. Partisipasi masyarakat dalam mendukung upaya penertiban juga masih rendah, ditandai dengan minimnya laporan atau informasi dari warga serta kurangnya keterlibatan aktif dalam kegiatan pencegahan. Kesimpulan : Penertiban praktik prostitusi oleh Satuan Polisi Pamong Praja Kota Binjai belum berjalan secara optimal. Hal ini disebabkan oleh minimnya pelaksanan tindakan represif berupa razia di lapangan, serta rendahnya partisipasi masyarakat dalam mendukung upaya penertiban. ABSTRACT Problem/Background(Gap): The effort to enforce public order and community tranquility is one of the main supporting factors in creating a safe and conducive social environment. Therefore, various forms of social deviance must be addressed appropriately. However, the City of Binjai still faces challenges in controlling prostitution practices, which have become increasingly covert and digitally based. This situation calls for adaptive and integrated strategies through the active role of the Civil Service Police Unit (Satpol PP) as the frontline enforcer of regional regulations. Objective: To identify and analyze the enforcement of prostitution control conducted by the Civil Service Police Unit in the City of Binjai, North Sumatra Province. Method: This study uses a qualitative descriptive approach aimed at systematically describing the strategy for controlling prostitution practices by the Civil Service Police Unit in Binjai. The data sources include primary and secondary data obtained through various data collection techniques such as interviews, field observations, and document studies. The research informants consist of Satpol PP officials and members, as well as community figures. The data analysis process was carried out through the stages of data collection, data reduction, data presentation, and drawing conclusions. Results: The enforcement of prostitution control by the Civil Service Police Unit in Binjai City is carried out through direct and indirect enforcement based on the dimensions of Retno Widjajanti's (2000) theory of enforcement. However, its implementation in the field has not yet been optimal. Direct enforcement, particularly in terms of repressive actions, has not been maximized due to the low frequency of raids and the absence of a follow-up strategy to address detected violations. Meanwhile, indirect enforcement such as educational and socialization activities has been conducted, but has not yet reached all segments of the community comprehensively. Although operational facilities are not limited, they do not fully meet the standards set forth in the Minister of Home Affairs Regulation Number 17 of 2019. In addition, the lack of human resources—especially due to the dominance of non-permanent staff—aff. Conclusion: The enforcement of prostitution control by the Civil Service Police Unit (Satpol PP) in Binjai City has not been carried out optimally. This is due to the limited implementation of repressive actions such as field raids and the low level of community participation in supporting enforcement efforts.
