Abstract

ABSTRACT Problem Statement/Background (GAP): Merit system is the management of ASN based on qualifications, competence, and performance. The merit system in position promotion aims to ensure the suitability between employee competence and their position. At BKPSDM Ponorogo Regency, the implementation of position promotions still faces internal and external challenges. Purpose: This research aims to examine the implementation of job promotions through the merit system at BKPSDM Ponorogo Regency and describe the supporting and inhibiting factors in its implementation Supporting and inhibiting factors in its implementation. Method: This research adopts a qualitative descriptive method with an inductive approach, as outlined by Sugiyono. Data were collected through interviews, observation, and documentation, and analyzed using data reduction, information presentation, and conclusion drawing techniques. Result: The finding is that the implementation of employee promotions through the merit system is quite good, although it is still constrained by several inhibiting factors such as the absence of a talent pool and the existence of political intervention and subjectivity factors in employee assessment. Conclusion: The implementation of job promotions through the merit system at BKPSDM Ponorogo Regency has been running well, seen from the suitability of the implementation of job promotions with assessment indicators. To optimise the implementation of job promotions through the merit system, BKPSDM needs to map employee competencies and qualifications and set more consistent assessment standards. Keywords: Promotion; Merit System; ASN Management ABSTRAK Permasalahan/Latar Belakang (GAP): Sistem merit merupakan manajemen ASN yang berbasis pada kualifikasi, kompetensi, dan kinerja. Sistem merit dalam promosi jabatan bertujuan untuk memastikan kesesuaian antara kompetensi pegawai dengan jabatannya. Di BKPSDM Kabupaten Ponorogo, pelaksanaan promosi jabatan masih menghadapi tantangan internal dan eksternal. Tujuan: Penelitian ini bertujuan untuk mengkaji pelaksanaan promosi jabatan melalui sistem merit di BKPSDM Kabupaten Ponorogo dan mendeskripsikan faktor pendukung dan penghambat dalam pelaksanaannya. Faktor pendukung dan penghambat dalam pelaksanaannya. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif menurut Sugiyono. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi dengan analisis data menggunakan teknik reduksi data, penyajian informasi dan penarikan kesimpulan. Hasil/Temuan: Temuan penelitian ini adalah pelaksanaan promosi jabatan pegawai melalui sistem merit sudah cukup baik, meskipun masih terkendala oleh beberapa faktor penghambat seperti belum adanya talent pool dan adanya intervensi politik serta faktor subjektivitas dalam penilaian pegawai. Kesimpulan: Pelaksanaan promosi jabatan melalui sistem merit di BKPSDM Kabupaten Ponorogo sudah berjalan dengan baik, terlihat dari kesesuaian pelaksanaan promosi jabatan dengan indikator penilaian. Untuk mengoptimalkan pelaksanaan promosi jabatan melalui sistem merit, BKPSDM perlu memetakan kompetensi dan kualifikasi pegawai serta menetapkan standar penilaian yang konsisten.
