Abstract
ABSTRACT Problem/Background (GAP): The Selayar Islands Regency, as an archipelagic region, faces various challenges in implementing digital policies, particularly in the activation of the Digital Population Identity (IKD). The main problems include limited technological infrastructure, hard-to-reach geographical conditions, and low levels of digital literacy among the population. Most previous studies have focused on IKD activation effectiveness in mainland or urban areas with sufficient infrastructure, leaving a research gap in regions with distinct complexities such as islands. Objective: This study aims to analyze the effectiveness of the performance of the Department of Population and Civil Registration (Disdukcapil) in Selayar Islands Regency in increasing IKD activation, as well as to identify the obstacles encountered and the strategies employed in its implementation. Method: This research uses a qualitative descriptive approach. Data were collected through interviews, observations, and documentation involving informants from Disdukcapil and the local community. The data analysis was based on Duncan’s organizational effectiveness theory, which includes three indicators: goal achievement, integration, and adaptation. Research Findings: The findings indicate that Disdukcapil’s effectiveness in IKD activation is still hindered by several key challenges. These include limited internet access in several areas, a lack of public understanding regarding IKD benefits, and insufficient human resources within the department. Nevertheless, efforts have been made, such as direct outreach to the community, inter-agency collaboration, and more adaptive digital service strategies. Conclusion: Disdukcapil of Selayar Islands Regency has taken various steps to promote IKD activation through direct services and expanding access points. The current activation rate of 9.41% places Selayar in the fifth position in South Sulawesi Province but remains far below the national target of 30%. Therefore, while the department’s performance can be considered moderately effective at the provincial level, it has not yet reached national effectiveness standards ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Kepulauan Selayar sebagai wilayah kepulauan menghadapi berbagai tantangan dalam pelaksanaan kebijakan digital, khususnya dalam aktivasi Identitas Kependudukan Digital (IKD). Permasalahan utama mencakup keterbatasan infrastruktur teknologi, kondisi geografis yang sulit dijangkau, serta tingkat literasi digital masyarakat yang masih rendah. Di sisi lain, mayoritas penelitian sebelumnya lebih menyoroti efektivitas aktivasi IKD di wilayah daratan atau perkotaan yang memiliki infrastruktur memadai, sehingga belum banyak kajian yang membahas efektivitas implementasi IKD di daerah kepulauan yang memiliki kompleksitas tersendiri. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas kinerja Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kabupaten Kepulauan Selayar dalam meningkatkan aktivasi IKD, serta mengidentifikasi hambatan dan strategi yang digunakan dalam pelaksanaannya. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan, dan dokumentasi, dengan melibatkan informan dari pihak Disdukcapil dan masyarakat lokal. Analisis data mengacu pada teori efektivitas organisasi Duncan yang terdiri atas tiga indikator utama: pencapaian tujuan, integrasi, dan adaptasi. Hasil Penelitian: Penelitian ini menemukan bahwa efektivitas kinerja Disdukcapil dalam aktivasi IKD masih menghadapi berbagai kendala signifikan. Hambatan utama mencakup terbatasnya akses jaringan internet di sejumlah wilayah, rendahnya pemahaman masyarakat mengenai manfaat IKD, serta keterbatasan sumber daya manusia di lingkungan Disdukcapil. Meski demikian, berbagai upaya telah dilakukan seperti sosialisasi langsung ke masyarakat, menjalin kerja sama lintas sektor, serta penerapan strategi pelayanan digital yang lebih fleksibel dan adaptif. Kesimpulan: Disdukcapil Kabupaten Kepulauan Selayar telah menunjukkan berbagai upaya dalam mendorong aktivasi IKD melalui layanan langsung dan pembukaan akses layanan di berbagai lokasi. Capaian 9,41% menempatkan Selayar pada posisi kelima di Provinsi Sulawesi Selatan, namun masih jauh dari target nasional sebesar 30%. Dengan demikian, efektivitas kinerja Disdukcapil tergolong cukup berhasil di tingkat provinsi, namun belum dapat dikatakan efektif secara nasional.
