Abstract

ABSTRACT Problem/Background (GAP): Research conducted at the Population and Civil Registration Office of Muara Enim Regency on Inclusive Services for Population Documents of KTP-el for Persons with Disabilities is motivated by the fact that there are still people with disabilities who have not made KTP-el population documents, people make population documents when in urgent situations and the less than optimal socialization from the Dukcapil Office regarding inclusive services for population documents for people with disabilities. Purpose: The purpose of this study is to determine the description of the implementation of inclusive services for KTP-el population documents for people with disabilities in Muara Enim Regency. Method: The research method used by the researcher is qualitative descriptive with an inductive approach. Data collection was carried out by means of interviews, observations, and documentation. While the data analysis technique uses data reduction, data presentation, and drawing conclusions. Results/Findings: Based on the results of the study, it was concluded that the implementation of inclusive services for population documents for people with disabilities carried out by the Dukcapil Office has been running quite well. The inclusive population document service implemented has received full support from the Muara Enim Regency government. Obstacles in service are geographical conditions such as long distances, lack of understanding of village governments and communities with information and communication technology, and lack of public awareness. The efforts made by the Population and Civil Registration Service of Muara Enim Regency to improve population document services for people with disabilities through three approaches: increasing transparency with an integrated information system and comprehensive socialization, encouraging participation through special assistance and outreach services, and expanding collaboration with disability social institutions to ensure inclusive and effective access to services.Conclusion: Inclusive Population Document Services at the Population and Civil Registration Service of Muara Enim Regency require direct interactive socialization through forums with the community and village officials to ensure that all people have identity cards, including people with disabilities. Keywords: Civil Registration Documents, Inclusive Services, Persons with Disabilities ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian yang dilakukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Muara Enim tentang Pelayanan Inklusif Dokumen Kependudukan KTP-el Bagi Penyandang Disabilitas dilatarbelakangi dengan masih adanya penyandang disabilitas yang belum membuat dokumen kependudukan KTP- el, masyarakat membuat dokumen kependudukan saat keadaan mendesak dan belum optimalnya sosialisasi dari Dinas Dukcapil mengenai pelayanan inklusif dokumen kependudukan bagi penyandang disabilitas. Tujuan: Tujuan dari penelitian ini yaitu untuk mengetahui gambaran pelaksanaan pelayanan inklusif dokumen kependudukan KTP-el bagi penyandang disabilitas di Kabupaten Muara Enim Metode: Metode Penelitian yang digunakan peneliti adalah kualitatif deskriptif dengan pendekatan induktif. Pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi. Sedangkan teknik analisis data dengan menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Berdasarkan hasil penelitian diperoleh kesimpulan bahwa pelaksanaan pelayanan inklusif dokumen kependudukan bagi penyandang disabilitas dilakukan oleh Dinas Dukcapil sudah berjalan dengan cukup baik. pelayanan inklusif dokumen kependudukan yang diterapkan mendapatkan dukungan penuh dari pemerintahan Kabupaten Muara Enim. Hambatan dalam pelayanan yaitu kondisi geografis seperti jarak yang jauh, kurangnya pemahaman pemerintah desa dan masyarakat dengan teknologi informasi dan komunikasi, dan kurangnya kesadaran masyarakat. Adapun upaya yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Muara Enim meningkatkan pelayanan dokumen kependudukan bagi penyandang disabilitas melalui tiga pendekatan: meningkatkan transparansi dengan sistem informasi terpadu dan sosialisasi menyeluruh, mendorong partisipasi melalui pendampingan khusus dan layanan jemput bola, serta memperluas kolaborasi dengan lembaga sosial disabilitas untuk memastikan akses pelayanan yang inklusif dan efektif. Kesimpulan: Pelayanan Inklusif Dokumen Kependudukan di Dinas Kependudukan dan Pencatatan Sipil kabupaten Muara Enim, perlu sosialisasi langsung secara interaktif melaui forum-forum dengan masyarakat maupun perangkat desa untuk memastikan semua masyarakat memiliki kartu tanda penduduk termasuk masyarakat penyandang disabilitas.
