Abstract
ABSTRACT Problem Statement/Background (GAP): Civil Servants (PNS) are an important element in the successful implementation of governance and development. However, at BKPSDM Kulon Progo Regency, there are discipline problems, such as tardiness, which can affect the promotion process. Work discipline, which is defined as compliance with work regulations and norms, is an important indicator in assessing the performance of civil servants. Meanwhile, promotion is a form of appreciation for employee competence, achievement, and discipline. Purpose: This study aims to determine the effect of work discipline on the promotion of civil servant positions in BKPSDM Kulon Progo Regency, using the theory of work discipline according to Rivai & Sagala and the theory of job promotion according to Wahyudi. Method: The study used a quantitative method with a survey approach, involving the entire population of 43 civil servants as a sample (saturated sample). The research instrument was a questionnaire with a Likert scale to measure work discipline and job promotion. Result: The study found that work discipline significantly affects job promotion, with a significance value of 0.00 and R² of 65.5%. Employees generally showed good attendance, rule compliance, accuracy, and ethical behavior. Promotions were influenced by honesty, loyalty, education, work experience, and performance. However, some doubts remain regarding recognition of achievements and loyalty to certain policies. These findings highlight the importance of work discipline in determining job promotions at BKPSDM Kulon Progo. Conclusion: It can be concluded that work discipline has a positive and significant effect on civil servant promotions at BKPSDM Kulon Progo Regency. Therefore, improving discipline needs to be a priority in efforts to develop employee careers in the BKPSDM of Kulon Progo Regency. Keywords: work discipline, job promotion ABSTRAK Permasalahan/Latar Belakang (GAP): Pegawai Negeri Sipil (PNS) merupakan elemen penting dalam keberhasilan penyelenggaraan pemerintahan dan pembangunan. Namun, di BKPSDM Kabupaten Kulon Progo ditemukan permasalahan kedisiplinan, seperti keterlambatan kerja, yang dapat mempengaruhi proses promosi jabatan. Disiplin kerja, yang diartikan sebagai kepatuhan terhadap peraturan dan norma kerja, menjadi indikator penting dalam menilai kinerja PNS. Sementara itu, promosi jabatan merupakan bentuk penghargaan atas kompetensi, prestasi, dan kedisiplinan pegawai. Tujuan: Penelitian ini bertujuan untuk mengetahui pengaruh disiplin kerja terhadap promosi jabatan PNS di BKPSDM Kabupaten Kulon Progo, dengan menggunakan teori disiplin kerja menurut Rivai & Sagala dan teori promosi jabatan menurut Wahyudi. Metode: Penelitian menggunakan metode kuantitatif dengan pendekatan survei, melibatkan seluruh populasi sebanyak 43 orang PNS sebagai sampel (sampel jenuh). Instrumen penelitian berupa kuesioner dengan skala Likert untuk mengukur disiplin kerja dan promosi jabatan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa disiplin kerja berpengaruh signifikan terhadap promosi jabatan dengan nilai signifikansi 0,00 dan R² sebesar 65,5%. Pegawai umumnya menunjukkan kehadiran yang baik, taat aturan, teliti, dan bekerja etis. Promosi jabatan dipengaruhi oleh kejujuran, loyalitas, pendidikan, pengalaman, dan prestasi kerja. Namun, masih ada keraguan terkait penghargaan atas prestasi dan loyalitas terhadap kebijakan tertentu. Temuan ini menegaskan pentingnya disiplin kerja dalam menentukan promosi jabatan di BKPSDM Kulon Progo. Kesimpulan: Dapat disimpulkan bahwa disiplin kerja berpengaruh positif dan signifikan terhadap promosi jabatan PNS di BKPSDM Kabupaten Kulon Progo. Oleh karena itu, peningkatan kedisiplinan perlu menjadi prioritas dalam upaya pengembangan karier pegawai di lingkungan BKPSDM Kabupaten Kulon Progo. Kata kunci: disiplin kerja, promosi jabatan
