Abstract
Population data is dynamic depending on the dynamics of population that increases or decreases due to population phenomena, such as: birth, death, or population displacement. Inaccurate population data is an obstacle in the implementation of regional sustainable development plans. The local government, namely the Population and Civil Registration Agency, as the person in charge of the implementation of population administration, carries out its duties in accordance with the applicable provisions (UU 24/2013). The database for voter data collection in the election is obtained from the population data available at the Population and Civil Registration Office. Voter data must be updated to ensure the implementation of the General Election. Residents who have KTP-el are not necessarily registered in the voter list. There is a significant conflict between the Population and Civil Registration Office and the Lima Puluh Kota Regency General Election Commission on KTP-el ownership data. The difference in data between the Population and Civil Registration Office and KPU focuses on novice voters. This is what encourages the Population and Civil Registration Service and KPU to coordinate with each other to ensure the differences in the data. Judging from these problems, this study was conducted to analyze the coordination between the Population and Civil Registration Office and the General Election Commission, the inhibiting factors and efforts made by the Population and Civil Registration Office and KPU in collecting data on novice voters in Lima Puluh Kota Regency. The research method used is qualitative with a qualitative descriptive approach. Data collection using triangulation techniques, and observation techniques are dominated by passive participation and some use moderate participation if the data that the researcher needs is not appropriate. The measure of the success of the research object is the theory from Hasibuan (2011:85) through the 4 dimensions of Unity of Action, Communication, Division of Labor and Discipline. The results of the study show that the 4 dimensions of the research have mostly been achieved, but there are still several obstacles in it, such as deviations made by officers and limited facilities and infrastructure. So the efforts that can be made by tightening the selection for officers and conducting intensive socialization. In order to increase the coordination of the Population and Civil Registration Office and KPUin Fifty Cities Regency in collecting data for novice voters, the Population and Civil Registration Office and KPU can conduct evaluation and monitoring meetings periodically.
