Abstract
ABSTRACT Problem Statement/Background (GAP):Public participation in the use of online complaint services such as SP4N LAPOR! is a strategic issue in achieving transparent and accountabel public services. In Katingan Regency, Central Kalimantan, the use of this platform remains limited despite the availability of adequate digital infrastructure. Low digital literacy and suboptimal use of information technology are the main obstacles to increasing community participation. Purpose: This study aims to analyze the influence of digital literacy and information technology on public participation in the use of SP4N LAPOR!. Method: The research method employed is quantitative, using an ordinal logistic regression approach. Data were collected through questionnaires distributed to 100 randomly selected respondents. Result: The results of the study show that digital literacy and information technology have a significant influence on public participation in the utilization of SP4N-LAPOR! in Katingan Regency, Central Kalimantan Province. Through ordinal regression analysis, it was found that both independent variables simultaneously contribute greatly to the level of community participation. The Nagelkerke R-Square value of 1.000 indicates that the model is capable of explaining nearly all variations in public participation based on the level of digital literacy and information technology. Conclusion: Therefore, it can be concluded that improving digital literacy and optimizing the use of information technology are key factors in encouraging active public engagement in the SP4N-LAPOR! digital complaint service, in support of transparency and accountability in public service delivery. ABSTRAK Latar belakang/permasalahan (GAP): Partisipasi masyarakat dalam pemanfaatan layanan pengaduan online seperti SP4N LAPOR! menjadi isu strategis dalam mewujudkan pelayanan publik yang transparan dan akuntabel. Di Kabupaten Katingan, Kalimantan Tengah, pemanfaatan platform ini masih terbatas meskipun telah didukung oleh infrastruktur digital yang memadai. Rendahnya literasi digital dan belum optimalnya penggunaan teknologi informasi menjadi kendala utama dalam peningkatan partisipasi masyarakat. Tujuan: Penelitian ini bertujuan untuk menganalisis pengaruh literasi digital dan teknologi informasi terhadap partisipasi masyarakat dalam penggunaan SP4N LAPOR!. Metode: Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan regresi logistik ordinal. Data diperoleh melalui penyebaran kuesioner kepada 100 responden yang dipilih secara acak. Hasil/Temuan: Hasil penelitian menunjukkan bahwa literasi digital dan teknologi informasi berpengaruh signifikan terhadap partisipasi masyarakat dalam pemanfaatan SP4N-LAPOR! di Kabupaten Katingan, Provinsi Kalimantan Tengah. Melalui analisis regresi ordinal, ditemukan bahwa kedua variabel independen tersebut secara simultan memberikan kontribusi yang sangat besar terhadap tingkat partisipasi masyarakat. Nilai Nagelkerke R-Square sebesar 1.000 menunjukkan bahwa model mampu menjelaskan hampir seluruh variasi partisipasi masyarakat berdasarkan tingkat literasi digital dan teknologi informasi yang dimiliki. Kesimpulan: Dengan demikian, dapat disimpulkan bahwa peningkatan literasi digital dan pemanfaatan teknologi informasi yang baik merupakan faktor kunci dalam mendorong keterlibatan aktif masyarakat dalam layanan pengaduan digital SP4N-LAPOR!, guna mendukung transparansi dan akuntabilitas pelayanan publik.
