Abstract
ABSTRACT Problem Formulation/Background (GAP): Flood disaster management in Bengkulu City presents a serious challenge due to the high frequency of occurrences and their significant impacts. Although the Regional Disaster Management Agency (BPBD) has established collaboration with mass media and the business sector, such cooperation remains limited to the emergency response phase, such as information dissemination and aid distribution. This highlights a gap between the existing collaborative practices and the ideal concept of collaborative governance, which should involve active cross-sectoral engagement across all phases of disaster management—ranging from the pre-disaster phase (mitigation and preparedness), during the disaster, to the post-disaster phase (recovery and rehabilitation).Purpose: This study aims to analyze the forms of cross-sector collaboration undertaken by BPBD in flood disaster management in Bengkulu City. Method: A qualitative approach was adopted, employing data collection techniques through interviews, observations, and documentation. The analysis is based on the concept of collaborative governance. Results: The research findings indicate that collaboration in flood disaster management in Bengkulu City has been established among the Regional Disaster Management Agency (BPBD), mass media (RRI), the business sector (Perumda Tirta Hidayah), and the community. However, this collaboration remains limited and has yet to fully address the mitigation phase. According to BPBD data, in 2022 there were 29 flood incidents affecting 20 urban villages and 4,086 households. Most of the collaboration efforts have focused primarily on information dissemination and logistical distribution during disasters. The role of the business sector has not been incorporated into long-term planning, and community participation in preparedness remains minimal. Furthermore, there is no permanent collaborative forum to systematically coordinate cross-sector efforts. These findings highlight the need to strengthen the integration of stakeholder roles across all phases of disaster management. Conclusion: While collaboration in flood disaster management in Bengkulu City is underway, it requires strengthening through better integration of roles among stakeholders, enhancing community awareness, and establishing permanent collaborative forums. This study contributes to developing adaptive and sustainable disaster management policies. Keywords: Collaboration, Flood Management, Flood ABSTRAK Rumusan Masalah/Latar Belakang (GAP): Penanggulangan bencana banjir di Kota Bengkulu menjadi tantangan serius akibat frekuensi kejadian yang tinggi dan dampaknya yang signifikan. Meskipun Badan Penanggulangan Bencana Daerah (BPBD) telah membangun kolaborasi dengan pihak media massa dan dunia usaha, bentuk kerja sama tersebut masih terbatas pada fase tanggap darurat seperti penyebaran informasi dan distribusi bantuan. Hal ini menunjukkan adanya kesenjangan antara praktik kolaborasi yang berjalan dengan konsep collaborative governance yang ideal, yang semestinya mencakup keterlibatan lintas sektor secara aktif dalam seluruh tahapan penanggulangan bencana, mulai dari prabencana (mitigasi dan kesiapsiagaan), saat bencana, hingga pascabencana (rehabilitasi dan rekonstruksi). Tujuan: Penelitian ini bertujuan untuk menganalisis bentuk kolaborasi dalam penanggulangan bencana banjir di Kota Bengkulu. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis dilakukan berdasarkan teori kolaborasi dan efektivitas dalam pengelolaan bencana. Hasil: Hasil penelitian menunjukkan bahwa kolaborasi dalam penanggulangan bencana banjir di Kota Bengkulu telah terjalin antara BPBD, media massa (RRI), dunia usaha (Perumda Tirta Hidayah), dan masyarakat. Namun, kolaborasi tersebut masih bersifat terbatas dan belum menyentuh tahap mitigasi secara menyeluruh. Berdasarkan data dari BPBD, pada tahun 2022 terdapat 29 kejadian banjir yang berdampak pada 20 kelurahan dan 4.086 kepala keluarga. Kolaborasi yang dilakukan sebagian besar hanya berfokus pada penyebaran informasi dan distribusi logistik saat bencana terjadi. Peran dunia usaha belum masuk dalam perencanaan jangka panjang, dan partisipasi masyarakat masih minim dalam hal kesiapsiagaan. Selain itu, belum terdapat forum kolaboratif permanen yang mengatur koordinasi lintas sektor secara sistematis. Hal ini menunjukkan perlunya penguatan integrasi peran antar pemangku kepentingan dalam seluruh tahapan penanggulangan bencana. Kesimpulan: Kolaborasi dalam penanggulangan bencana banjir di Kota Bengkulu telah dilakukan, tetapi perlu diperkuat melalui peningkatan perencanaan jangka panjang, pelibatan masyarakat, dan penguatan kapasitas sumber daya. Penelitian ini memberikan kontribusi dalam pengembangan strategi penanggulangan bencana yang lebih efektif dan berkelanjutan. Kata Kunci: Kolaborasi, Penanggulangan Bencana, Banjir
