Abstract
ABSTRACT Problem Statement/ Background (GAP): Empowering the local economy is one of the important strategies in sustainable development, especially in areas with high levels of social diversity such as Manokwari Regency. One form of empowerment approach to the community by paying attention to social life within the community through social capital, which is an important element for understanding and interacting with the community in daily life. Purpose: This research aims to analyze the dynamics of social capital in the economic empowerment of the local community in Manokwari Regency, as well as its role in strengthening the economic welfare of the local community. Method: This research uses a qualitative approach with a case study method.The data obtained were through interviews, observations, and documentation.The data were referenced based on interviews with the Head of the Cooperative and UMKM Office of Manokwari Regency, the Head of the Social Welfare Section of the Manokwari Barat and Manokwari Timur Districts, traditional leaders, religious figures, the head of the community empowerment foundation, UMKM actors, and the local community. Result: The research results show that social capital plays an important role in the economic empowerment of the community. Strong social networks facilitate access to information and business opportunities, while social norms and trust encourage active community participation in empowerment activities. However, there are obstacles such as the gap in access to information and the emergence of social conflicts due to cultural diversity and differing economic interests. Conclusion: Therefore, it can be concluded that the dynamics of social capital contribute to building the economic independence of the community,The participation of the community in various economic organizations, such as cooperatives and business communities, accelerates the growth of UMKM in Manokwari.Trust between business actors, customers, and the government becomes the main capital in creating sustainable cooperation. Supporting factors in the utilization of social capital include high community participation in social and economic organizations, strong social trust, and the continued upholding of mutual cooperation values. However, there are several inhibiting factors, such as the lack of information and transparency from the government regarding economic empowerment programs and the community's dependence on external assistance. Keywords: Social Capital, Economic Empowerment, Local Community ABSTRAK Permasalahan (Kesenjangan Penelitian): Pemberdayaan ekonomi masyarakat lokal merupakan salah satu strategi penting dalam pembangunan berkelanjutan, terutama di daerah dengan tingkat keberagaman sosial yang tinggi seperti Kabupaten Manokwari. Salah satu bentuk pendekatan pemberdayaan kepada masyarakat dengan memperhatikan kehidupan sosial di dalam masyarakat melalui modal sosial yang menjadi unsur penting untuk memahami serta berinteraksi dengan masyarakat dalam kehidupan sehari-hari. Tujuan: Penelitian ini bertujuan untuk menganalisis dinamika modal sosial dalam pemberdayaan ekonomi masyarakat lokal di Kabupaten Manokwari. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data yang diperoleh menggunakan wawancara dan observasi serta dokumentasi. Data tersebut di rujuk berdasarkan hasil wawancara bersama Kepala Dinas Koperasi dan UMKM Kabupaten Manokwari, Kepala Seksi Kesejahteraan Sosial Distrik Manokwari Barat Dan Manokwari Timur, ketua adat, tokoh agama, ketua yayasan pemberdayaan masyarakat, pelaku UMKM, serta masyarakat lokal. Hasil Dan Temuan: penelitian menunjukkan bahwa modal sosial berperan penting terhadap pem berdayaan ekonomi masyarakat. Jaringan sosial yang kuat mempermudah akses informasi dan peluang usaha, sedangkan norma sosial dan kepercayaan mendorong partisipasi aktif masyarakat dalam kegiatan pemberdayaan. Namun, terdapat kendala seperti kesenjangan akses informasi dan munculnya konflik sosial akibat keberagaman budaya dan kepentingan ekonomi yang berbeda. Kesimpulan: Maka dapat disimpulkan bahwa dinamika modal sosial berkontribusi dalam membangun kemandirian ekonomi masyarakat, Keikutsertaan masyarakat dalam berbagai organisasi ekonomi, seperti koperasi dan komunitas usaha, mempercepat pertumbuhan UMKM di Manokwari. Kepercayaan antara pelaku usaha, pelanggan, dan pemerintah menjadi modal utama dalam menciptakan kerja sama yang berkelanjutan. Faktor pendukung dalam pemanfaatan modal sosial mencakup tingginya partisipasi masyarakat dalam organisasi sosial dan ekonomi, kepercayaan sosial yang kuat, serta nilai-nilai gotong royong yang masih dijunjung tinggi. Namun, terdapat beberapa faktor penghambat, seperti kurangnya informasi dan transparansi dari pemerintah terkait program pemberdayaan ekonomi serta ketergantungan masyarakat pada bantuan eksternal.
