Abstract
Problem Statement/Background (GAP): The designation of Banjarbaru as the capital city of South Kalimantan Province has led to a significant rise in violations related to unauthorized constructions. This phenomenon is primarily attributable to the substantial increase in both the population size and density within Banjarbaru. Purpose: This study aims to describes the synergy between the Civil Service Police Unit (Satpol PP) and the Housing and Settlement Office (Disperkim) in enforcing Regional Regulation No. 6 of 2022 on Building Structures in Banjarbaru. Method: A descriptive qualitative approach was employed, guided by Michael Doctoroff’s (1977) synergy theory, which identifies four dimensions: effective communication, feedback, trust, and creativity. Results/Findings: The results indicate that the synergy between Satpol PP and Disperkim—involving technical coordination such as field monitoring, issuance of warning letters, and enforcement actions—has not yet operated effectively according to Doctoroff’s theory. Among the four dimensions, the synergy has not fully met the innovation dimension, where innovations should streamline collaborative efforts. However, both institutions have developed their own regional innovations. In the effective communication dimension, persuasive and humanist communication has yielded positive results, enhancing the public image of both agencies. In the feedback dimension, both Satpol PP and Disperkim have incorporated community suggestions, criticisms, and reports to guide evaluations. Lastly, in the trust dimension, public trust has been cultivated through the agencies’ communication efforts. Conclusion: The synergy mechanism between the two institutions in enforcing the regulation is ineffective per Doctoroff’s theory. Recommendations include strengthening legal collaboration frameworks, allocating dedicated budgets for enforcement operations, enhancing staff training, integrating technology to streamline synergy workflows, and adopting participatory approaches involving community oversight.
