Abstract
ABSTRACT Problem/Background (GAP): Despite digital transformation being a national priority, the implementation of the Digital Identity Card (IKD) program in Rembang Regency still faces obstacles such as uneven internet coverage, low digital literacy among the community, and suboptimal utilization of IKD in public services. Activation has only reached 1.36%, far below the average for Central Java Province. Purpose: To analyze the optimization of DNI activation by the Population and Civil Registration Office of Rembang District. Method: Using a descriptive qualitative approach through interviews, observations, and documentation, with analysis based on three dimensions of optimization according to Mardiasmo: output, outcome, and impact. Results: The output dimension shows good readiness of human resources, procedures, and infrastructure. However, outcomes and impacts remain low due to minimal community participation and the absence of long-term effects. Major challenges include low public awareness, technological limitations, and weak inter-agency integration. Conclusion: The optimization of IKD in Rembang Regency has not been fully realized. While output has been effectively achieved, outcomes and impacts require improvement through a more comprehensive and sustainable approach. ABSTRAK Permasalahan/Latar Belakang (GAP): Meskipun transformasi digital menjadi prioritas nasional, pelaksanaan program Identitas Kependudukan Digital (IKD) di Kabupaten Rembang masih menghadapi hambatan seperti jaringan internet yang belum merata, rendahnya literasi digital masyarakat, dan belum optimalnya pemanfaatan IKD dalam layanan publik. Capaian aktivasi baru mencapai 1,36%, jauh di bawah rata-rata Provinsi Jawa Tengah. Tujuan: Untuk menganalisis optimalisasi aktivasi IKD oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rembang. Metode: Menggunakan pendekatan kualitatif deskriptif melalui wawancara, observasi, dan dokumentasi, dengan analisis berdasarkan tiga dimensi optimalisasi menurut Mardiasmo: output, outcome, dan impact. Hasil: Dimensi output menunjukkan kesiapan SDM, prosedur, dan sarana prasarana yang baik. Namun, outcome dan impact masih rendah karena partisipasi masyarakat minim dan dampak jangka panjang belum terlihat. Hambatan utama meliputi kesadaran masyarakat yang rendah, keterbatasan teknologi, dan lemahnya integrasi antarinstansi. Kesimpulan: Optimalisasi IKD di Kabupaten Rembang belum berjalan optimal. Hanya pencapaian output yang terlaksana dengan baik, sedangkan outcome dan impact masih perlu ditingkatkan melalui pendekatan yang lebih menyeluruh dan berkelanjutan.
