Abstract
ABSTRACT Problem/Background (GAP): The issue underlying the researcher’s decision to choose this topic is the high number of violations in the management of billboards that do not comply with local tax obligations in South Bengkulu Regency. This issue impacts the potential decrease in local revenue (PAD) and creates disorder in urban spatial planning. Purpose: This study aims to analyze the implementation of enforcement actions against non-compliant advertisement billboards by the Civil Service Police Unit (Satpol PP) of South Bengkulu Regency. Method: This research employs a qualitative approach with a descriptive method. Data were collected through in-depth interviews, field observations, and document studies. Informants were selected using purposive sampling and further expanded through snowball sampling techniques to obtain comprehensive information.. Results/Findings: Based on the enforcement implementation indicators, the findings reveal that: (1) in terms of regulation, there is an absence of Standard Operating Procedures (SOP) and Regent Regulations as the legal basis for technical enforcement; (2) in terms of coordination, there is a lack of synchronization among relevant local government agencies in carrying out their duties; and (3) in terms of taxpayer awareness, most advertising business actors do not fully understand their tax obligations. Conclusion: The enforcement of tax non-compliant billboards remains ineffective due to weak regulatory foundations, inadequate inter-agency coordination, and low awareness among business actors. Suggestions: The researcher suggests that the local government should immediately develop SOPs, enact a Regent Regulation on billboards, and conduct consistent socialization and enforcement efforts to enhance the effectiveness of regulation and optimize local revenue. Keywords : Billboard, Enforcement, Local Tax, Civil Service Police Unit ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan yang melatarbelakangi peneliti dalam mengambil judul ini adalah tingginya angka pelanggaran dalam penyelenggaraan reklame yang tidak memenuhi kewajiban perpajakan daerah di Kabupaten Bengkulu Selatan. Permasalahan ini berdampak pada berkurangnya potensi pendapatan asli daerah (PAD), serta menimbulkan ketidaktertiban tata ruang kota. Tujuan: Penelitian ini bertujuan untuk menganalisis pelaksanaan penertiban reklame yang tidak taat pajak oleh Satuan Polisi Pamong Praja Kabupaten Bengkulu Selatan. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui 2 wawancara mendalam, observasi lapangan, dan studi dokumentasi. Penentuan informan dilakukan dengan teknik purposive sampling dan diperluas menggunakan teknik snowball sampling untuk memperoleh informasi yang komprehensif. Hasil/Temuan: Berdasarkan indikator pelaksanaan penertiban, ditemukan bahwa: (1) dari sisi regulasi, belum terdapat SOP dan Peraturan Bupati sebagai dasar hukum teknis penertiban; (2) dari aspek koordinasi, terdapat ketidaksinkronan antara OPD terkait dalam pelaksanaan tugas; dan (3) dari segi kesadaran wajib pajak, sebagian besar pelaku usaha reklame belum memahami kewajiban pajaknya secara menyeluruh. Kesimpulan: Pelaksanaan penertiban reklame tidak taat pajak masih belum efektif, disebabkan oleh lemahnya landasan regulasi, kurangnya koordinasi antarlembaga, serta rendahnya kesadaran pelaku usaha. Saran: dari peneliti yakni agar Pemerintah Daerah segera menyusun SOP, mengesahkan Perbup tentang reklame, serta melakukan sosialisasi dan penindakan secara konsisten guna meningkatkan efektivitas penertiban dan optimalisasi pendapatan daerah.
