Abstract
ABSTRACT Problem Statement/Background (GAP): Digital Population Identity (IKD) is one of the manifestations of the implementation of the Electronic-Based Government System (SPBE) in the field of population administration services starting in 2022 which is expected to simplify and accelerate public services. However, in its implementation until now, the ownership of IKD activation has not been maximized and has not reached the national target. Purpose: This study aims to determine the implementation of IKD activation and its inhibiting factors as well as the efforts of the Bombana Regency Disdukcapil to overcome the existing obstacles to IKD activation. Method: This study uses the policy implementation theory of Edward III (1990) in Agustino (2022154-158) which consists of 4 dimensions, namely communication, resources, disposition, and bureaucratic structure. This study uses a descriptive qualitative method with an inductive approach with data collection techniques through observation, interviews and documentation. Results: The results obtained from this study are that the implementation of IKD activation in Bombana Regency has not been running optimally because there are still dimensions that have not been met, namely the communication dimension in the transmission indicator, the delivery of IKD activation information is not thorough, and the resource dimension in the budget availability indicator is inadequate. Conclusion: The implementation of IKD activation for residents with mandatory e-ID cards in Bombana Regency, Southeast Sulawesi Province has not been running optimally because there are still several indicators that have not been met, namely the transmission of IKD activation delivery is not comprehensive and the availability of budget is inadequate. The inhibiting factors found include the lack of public knowledge and understanding of IKD, the public's desire to activate IKD is still low, the internet network is inadequate, and geographical circumstances are not supportive. The efforts made by the Bombana Regency Disdukcapil in overcoming existing obstacles are the mandatory policy of activating IKD as a condition for population administration services, socialization of IKD to the community, picking up IKD activation balls, and providing internet access using starlink devices. Keywords: Digital Population Identity, Activation, SPBE, Achievement ABSTRAK Permasalahan/Latar Belakang (GAP) :Identitas Kependudukan Digital (IKD) merupakan salah satu wujud pelaksanaan Sistem Pemerintahan Berbasis Elektronik (SPBE) di bidang pelayanan administrasi kependudukan yang dimulai sejak Tahun 2022 yang nantinya diharapkan mempermudah dan mempercepat pelayanan publik. Namun pada pelaksanaannya sampai saat ini kepemilikan aktivasi IKD belum maksimal dan belum mencapai target nasional. Tujuan : Penelitian ini bertujuan mengetahui implementasi aktivasi IKD dan faktor penghambatnya serta upaya Disdukcapil Kabupaten Bombana mengatasi hambatan aktivasi IKD yang ada. Metode : Penelitian ini menggunakan teori implementasi kebijakan Edward III (1990) dalam Agustino (2022154-158) yang terdiri atas 4 dimensi yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil/Temuan : Hasil yang didapatkan dari penelitian ini bahwa implementasi aktivasi IKD di Kabupaten Bombana belum berjalan maksimal karena masih ada dimensi yang belum terpenuhi yaitu dimensi komunikasi pada indikator transmisi penyampaian informasi aktivasi IKD belum menyeluruh dan pada dimensi sumber daya di indikator ketersediaan anggaran yang belum memadai. Kesimpulan : Implementasi aktivasi IKD bagi penduduk wajib KTP-el di Kabupaten Bombana Provinsi Sulawesi Tenggara belum berjalan maksimal karena masih ada beberapa indikator belum terpenuhi yaitu transmisi penyampaian aktivasi IKD belum menyeluruh dan ketersediaan anggaran yang belum memadai. Faktor penghambat yang ditemukan diantaranya pengetahuan dan pemahaman masyarakat mengenai IKD masih kurang, keinginan masyarakat melakukan aktivasi IKD masih rendah, jaringan internet tidak memadai, dan keadaan geografis yang tidak mendukung. Upaya yang dilakukan Disdukcapil Kabupaten Bombana dalam mengatasi hambatan yang ada yaitu kebijakan wajib aktivasi IKD sebagai syarat pelayanan administrasi kependudukan, sosialisasi IKD kepada masyarakat, jemput bola aktivasi IKD, dan menyediakan akses internet menggunakan perangkat starlink.
