Abstract
ABSTRACT Problem Statement/Background (GAP): In the context of governance in the digital era, ASN competency plays a role in improving the quality of existing public services. From the study, it was found that ASN competency at BKPSDM Palangka Raya City is still below the ASN competency standard. Purpose: This study aims to determine the quality of ASN competency and the factors that influence ASN competency at BKPSDM Palangka Raya City, as well as the efforts made by BKPSDM Palangka Raya City. Method: This study is a qualitative study using a descriptive method, and using an inductive approach. Researchers collect data through observation, interviews and documentation and finally use data triangulation to process data. Researchers also use purposive sampling and snowball sampling in identifying informants and research data sources. Results: The results of the study indicate that ASN competency at BKPSDM Palangka Raya City is still not effective, because there are theoretical indicators that have not been achieved in the theory used by researchers to analyze existing ASN competency. Existing ASN competency must be evaluated based on needs and influencing factors. Conclusion: The competence of ASN in the digitalization of public services carried out is quite good but still not effective. In order to improve this competence, it is recommended to further optimize the use of technology and the development of digital competence for ASN at BKPSDM Palangka Raya City. Keywords: ASN Competence, Digitalization of Personnel Services ABSTRAK Permasalahan/Latar Belakang (GAP): Dalam konteks pemerintahan di era digital, kompetensi ASN berperan dalam meningkatkan kualitas pelayanan publik yang ada. Dari penelitian yang dilakukan, ditemukan bahwa kompetensi ASN di BKPSDM Kota Palangka Raya masih berada di bawah standar kompetensi ASN. Tujuan: Penelitian ini bertujuan untuk mengetahui kualitas kompetensi ASN dan faktor-faktor yang mempengaruhi kompetensi ASN di BKPSDM Kota Palangka Raya, serta upaya yang dilakukan oleh BKPSDM Kota Palangka Raya. Metode: Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif, serta menggunakan pendekatan induktif. Penulis mengumpulkan data melalui observasi, wawancara dan dokumentasi dan diakhir menggunakan triangulasi data untuk mengolah data. Peneliti juga menggunakan purposive sampling dan snowball sampling dalam mengidentifikasi infroman dan sumber data penelitian. Hasil/Temuan : Hasil penelitian menunjukkan bahwa kompetensi ASN di BKPSDM Kota Palangka Raya masih belum efektif, dikarenakan terdapat indikator teori yang belum tercapai dalam teori yang digunakan penulis untuk menganalisis kompetensi ASN yang ada. Kompetensi ASN yang ada harus dievaluasi berdasarkan kebutuhan serta faktor-faktor yang mempengaruhi. Kesimpulan: Kompetensi ASN dalam digitalisasi pelayanan publik yang dilakukan sudah cukup baik tetapi masih belum efektif. Guna meningkatkan kompetensi tersebut, disarankan untuk lebih mengoptimalkan pemanfaatan teknologi dan pengembangan kompetensi digital bagi ASN di BKPSDM Kota Palangka Raya.
