Abstract
ABSTRACT Problem/Background (GAP): The implementation of Indonesia's One Data Policy (Satu Data Indonesia/SDI) in Bengkulu City as part of the Electronic-Based Government System (SPBE) regulated through Bengkulu Mayor Regulation Number 19 of 2022 has not been running optimally, with a low SDI Index of 23.72. This issue needs to be evaluated to identify inhibiting factors and development solutions. Purpose: This research aims to evaluate the implementation of Indonesia's One Data Policy in Bengkulu City and identify the role of the Department of Communication and Informatics as the data steward in implementing this policy. Method: The research uses an evaluative approach with William N. Dunn's six evaluation dimensions, including effectiveness, efficiency, adequacy, equity, responsiveness, and feasibility. Data collection techniques were carried out through interviews, documentation, and observations of SDI policy implementation in Bengkulu City. Results: The research results show that the implementation of SDI in Bengkulu City is hampered by several main factors: (1) limited budget that is not specifically allocated, (2) limited human resources competent in statistics, (3) minimal coordination between government agencies (OPD), and (4) the absence of a clear regional action plan. The role of the Department of Communication and Informatics as the data steward includes developing a city-level SDI portal, coordinating the SDI implementation forum, and disseminating SDI information. Conclusion: The implementation of Indonesia's One Data Policy in Bengkulu City has not been running optimally due to various technical and managerial constraints. This research recommends the importance of specific budget allocation, human resource capacity building, comprehensive regional action plan development, and strengthening coordination among stakeholders to improve the quality of SDI implementation in Bengkulu City.
