Abstract
ABSTRACT Problem Statement/Background (GAP): The implementation of Talent Management aims to identify and assess employees' competencies and abilities, so that employees can be placed according to their potential and performance. However, in general, there are still discrepancies in the placement of employees either through promotions, transfers, or demotions among Civil Servants. This mismatch is based on the provisions in Permenpan RB Number 3 of 2020 and needs to be addressed immediately. Purpose: This research aims to analyze, describe, and identify how the implementation of Talent Management of Civil Servants and the efforts made in overcoming problems that arise during the implementation of Talent Management at the Civil Service Agency and Human Resources Development in Sukoharjo Regency, Central Java Province. Method: The research method used is descriptive qualitative research method. The data collection techniques used are interviews, observation, documentation, and triangulation. The data analysis techniques used are data condensation, data presentation, and conclusion drawing and validation. Result: The results showed that the implementation of talent management in BKPSDM Sukoharjo Regency has begun to be implemented but still faces obstacles. The main obstacles include limited assessors, lack of understanding of employees, regulations that are not yet strong, and personnel information systems that are still developing. Conclusion: BKPSDM is advised to accelerate the development of the Assessment Center, improve the accuracy of employee data through SIPENATA, and develop stronger regulations to support the optimal implementation of talent management. Keywords: Talent Management, BKPSDM, Employee ABSTRAK Permasalahan/Latar Belakang (GAP): Pelaksanaan Manajemen Talenta bertujuan untuk mengidentifikasi serta menilai kompetensi dan kemampuan pegawai, sehingga pegawai dapat ditempatkan sesuai dengan potensi dan kinerja pegawai. Namun secara umum masih terdapat ketidaksesuaian dalam penempatan pegawai baik melalui promosi, mutasi, maupun demosi di kalangan Pegawai Negeri Sipil. Ketidaksesuaian ini didasarkan pada ketentuan dalam Permenpan RB Nomor 3 Tahun 2020 dan perlu segera diatasi. Tujuan: Penelitian ini bertujuan untuk menganalisis, mendeskripsikan, dan mengidentifikasi bagaimana pelaksanaan Manajemen Talenta Pegawai Negeri Sipil dan upaya yang dilakukan dalam mengatasi permasalahan yang muncul pada saat pelaksanaan Manajemen Talenta di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia di Kabupaten Sukoharjo Provinsi Jawa Tengah. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Adapun teknik pengumpulan data yang digunakan adalah wawancara, observasi, dokumentasi, dan triangulasi. Teknik analisis data yang digunakan adalah kondensasi data, penyajian data, dan penarikan kesimpulan serta validasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Pelaksanaan Manajemen Talenta di BKPSDM Kabupaten Sukoharjo telah mulai diterapkan namun masih menghadapi kendala. Kendala utama meliputi keterbatasan tenaga asesor, kurangnya pemahaman pegawai, regulasi yang belum kuat, serta sistem informasi kepegawaian yang masih berkembang. Kesimpulan: BKPSDM disarankan untuk mempercepat pengembangan Assessment Center, meningkatkan akurasi data pegawai melalui SIPENATA, serta menyusun regulasi yang lebih kuat guna mendukung implementasi manajemen talenta secara optimal.
