Abstract
ABSTRACT Problem statement/background (GAP): Traditional Villages officially become the smallest government order in Bali Province on the basis of Bali Provincial Regulation Number 4 of 2019, with this status the importance of strengthening the financial governance of customary villages that are transparent, efficient, and accountable through the digitalization of the financial system. Purpose: This study aims to analyze the effectiveness of the application of the Customary Village Financial Information System (SIKUAT) application in supporting the accountability of customary village financial management in Denpasar City. Method: This study uses a qualitative descriptive approach with interview and documentation methods. The theory used, namely the DeLone and McLean information system success models, is used to assess the effectiveness of the system. The authors analyzed data that had been collected with the Miles and Huberman Model and Interpretive Structural Modelling (ISM). Results: The results of the study show that the SIKUAT application has been running quite effectively in improving financial accountability, although it is still focused on grant funds sourced from the Bali Provincial Budget. There are several obstacles that hinder the process of resolving public complaints, namely the complexity of the account registration and verification process, the speed of complaint processing, and the user interface that needs to be simplified again. The factors supporting the sustainability of the ProDenpasar application are the average level of service satisfaction, integrated in each Regional Apparatus Organization, and the commitment of the Denpasar City Government to carry out development. To encourage the improvement of the quality of digital complaint services in Denpasar City as a whole, several strategic steps can be taken, namely optimizing the speed of response and handling complaints and improving the application interface and the integration of data and the Regional Apparatus Organization system. Conclusion: The effectiveness of the implementation of SIKUAT has been effective, but further development is still needed. The efforts of the Bali Provincial Indigenous Peoples Development Office to overcome obstacles to the implementation of SIKUAT include technical guidance for customary practitioners and service admin staff, the preparation of SIKUAT application technical instruction modules, periodic monitoring and evaluation, direct technical assistance and assistance through the traditional village practitioner whatsapp group. Keywords: Traditional Village Financial Information System, Accountability, Traditional Village Finance ABSTRAK Permasalahan/Latar Belakang (GAP): Desa Adat secara resmi menjadi tatanan pemerintahan terkecil di Provinsi Bali dengan dasar Peraturan Daerah Provinsi Bali Nomor 4 Tahun 2019, dengan status tersebut pentingnya penguatan tata kelola keuangan desa adat yang transparan, efisien, dan akuntabel melalui digitalisasi sistem keuangan. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas penerapan aplikasi Sistem Informasi Keuangan Desa Adat (SIKUAT) dalam menunjang akuntabilitas pengelolaan keuangan desa adat di Kota Denpasar. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode wawancara dan dokumentasi. Teori yang digunakan yaitu model kesuksesan sistem informasi DeLone dan McLean digunakan untuk menilai efektivitas sistem. Penulis melakukan analisis data yang telah dikumpulkan dengan Model Miles dan Huberman serta Interpretive Structural Modelling (ISM). Hasil/Temuan: Hasil penelitian menunjukkan bahwa aplikasi SIKUAT sudah berjalan cukup efektif dalam meningkatkan akuntabilitas keuangan, meskipun masih terfokus pada dana hibah yang bersumber dari APBD Provinsi Bali. Terdapat beberapa kendala yang menghambat proses penyelesaian aduan masyarakat, yaitu rumitnya proses registrasi dan verifikasi akun, kecepatan pemrosesan aduan, dan user interface yang perlu disederhanakan lagi. Faktor pendukung keberlanjutan aplikasi ProDenpasar yaitu rata-rata tingkat kepuasan layanan, terintegrasi di setiap Organisasi Perangkat Daerah, dan komitmen Pemerintah Kota Denpasar untuk melakukan pengembangan. Untuk mendorong peningkatan kualitas layanan pengaduan digital di Kota Denpasar secara menyeluruh, beberapa langkah strategis yang dapat dilakukan, yaitu ptimalisasi kecepatan respon dan penanganan aduan dan peningkatan antarmuka aplikasi dan integrasi data dan sistem Organisasi Perangkat Daerah. Kesimpulan: Efektivitas penerapan SIKUAT sudah berjalan efektif namun masih perlu adanya pengembangan lebih lanjut. Upaya Dinas Pemajuan Masyarakat Adat Provinsi Bali untuk mengatasi kendala penerapan SIKUAT antara lain bimbingan teknis bagi prajuru adat dan staf admin dinas, penyusunan modul petunjuk teknis aplikasi SIKUAT, monitoring dan evaluasi berkala, pendampingan teknis langsung dan pendampingan melalui grup Whatsapp prajuru desa adat.
