Abstract
ABSTRACT Problem Statement/Background (GAP): Skilled labor migration (brain drain) in Ambon City represents a significant challenge to regional development, with limited comprehensive research examining its multidimensional drivers and impacts within the specific socio-economic context of Eastern Indonesia. Purpose: This study aims to analyze the patterns, determinants, and impacts of skilled labor migration in Ambon City using a multidimensional framework that examines predisposing, proximate, precipitating, and mediating factors. Method: This research employed a qualitative approach with purposive and snowball sampling techniques. Data were collected through in-depth interviews with 26 key informants representing government officials, skilled migrants, and education stakeholders, complemented by documentation and observation methods. Result: The study identified a 12% annual increase in skilled labor migration (2019-2023), particularly affecting healthcare (35%), information technology (25%), education (20%), and engineering (15%) sectors. Key determinants include structural economic limitations (45% formal sector absorption vs. 62% national average), significant wage disparities (up to 40-50% for specialists), limited career advancement opportunities, inadequate digital infrastructure (10 Mbps bandwidth vs. 50-100 Mbps in major cities), and ineffective retention policies. Conclusion: Brain drain in Ambon City stems from complex structural, economic, and institutional factors that require comprehensive policy interventions focused on economic diversification, digital infrastructure enhancement, targeted talent management, and strengthened institutional capacity to create an enabling environment for skilled professionals.. Keywords: Brain Drain, Skilled Labor Migration, Regional Development, Eastern Indonesia, Development Gap ABSTRAK Permasalahan/Latar Belakang (GAP): Migrasi tenaga kerja terampil (brain drain) di Kota Ambon merupakan tantangan signifikan bagi pembangunan daerah, namun belum terdapat penelitian komprehensif yang mengkaji faktor pendorong dan dampaknya secara multidimensi dalam konteks sosial-ekonomi khusus Indonesia Timur. Tujuan: Penelitian ini bertujuan menganalisis pola, determinan, dan dampak migrasi tenaga kerja terampil di Kota Ambon menggunakan kerangka multidimensi yang mengkaji faktor predisposisi, proksimal, presipitasi, dan mediasi. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik purposive dan snowball sampling. Pengumpulan data dilakukan melalui wawancara mendalam dengan 26 informan kunci yang mewakili pejabat pemerintah, tenaga terampil yang bermigrasi, dan pemangku kepentingan pendidikan, dilengkapi dengan metode dokumentasi dan observasi. Hasil/Temuan: Penelitian mengidentifikasi peningkatan migrasi tenaga terampil sebesar 12% per tahun (2019-2023), terutama pada sektor kesehatan (35%), teknologi informasi (25%), pendidikan (20%), dan teknik (15%). Faktor determinan utama meliputi keterbatasan struktural ekonomi (penyerapan sektor formal 45% vs. 62% rata-rata nasional), disparitas upah signifikan (hingga 40-50% untuk tenaga spesialis), terbatasnya jenjang karir, infrastruktur digital tidak memadai (bandwidth 10 Mbps vs. 50-100 Mbps di kota besar), dan kebijakan retensi yang belum efektif. Kesimpulan: Brain drain di Kota Ambon berakar pada faktor struktural, ekonomi, dan institusional yang kompleks, memerlukan intervensi kebijakan komprehensif berfokus pada diversifikasi ekonomi, peningkatan infrastruktur digital, manajemen talenta terarah, dan penguatan kapasitas institusional untuk menciptakan lingkungan yang kondusif bagi profesional terampil.
