Abstract
ABSTRAK Fenomena penggunaan absensi manual yang masih mendominasi di lingkungan pemerintahan daerah menimbulkan berbagai permasalahan, seperti ketidakhadiran tanpa keterangan, potensi manipulasi data, serta rendahnya transparansi dan efisiensi dalam pengelolaan kehadiran pegawai. Hal ini menjadi kontradiksi terhadap semangat reformasi birokrasi dan digitalisasi administrasi melalui penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) atau e-Government. Penelitian ini bertujuan untuk menganalisis penerapan teknologi absensi online berbasis Android sebagai implikasi e-Government di Dinas Tanaman Pangan dan Hortikultura Kabupaten Konawe Selatan, mengidentifikasi faktor penghambat dan pendukung, serta mengkaji upaya yang dilakukan dalam proses penerapannya. Metode yang digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Proses analisis data dilakukan secara tematik dan dibantu oleh perangkat lunak NVivo 12 Plus untuk mengelola, mengkode, dan memvisualisasikan data. Hasil penelitian menunjukkan bahwa penerapan absensi online melalui aplikasi “Absen Konsel” telah mendukung digitalisasi administrasi kepegawaian, tetapi masih belum berjalan optimal akibat keterbatasan infrastruktur jaringan, rendahnya literasi digital, dan kurangnya pendampingan teknis. Di sisi lain, dukungan regulasi dan komitmen pimpinan menjadi faktor pendukung utama. Urgensi penelitian ini terletak pada perlunya perbaikan infrastruktur digital, penguatan kapasitas sumber daya manusia, serta pembangunan budaya kerja yang adaptif terhadap teknologi agar implementasi e-Government benar-benar efektif dan berkelanjutan di tingkat daerah. Kata Kunci: E-Government, Absensi Online, Teknologi Android, NVivo, SPBE ABSTRACT The prevalence of manual attendance systems in local government institutions has led to various problems, including unexcused absences, data manipulation, and a lack of transparency and efficiency in attendance management. These issues contradict the spirit of bureaucratic reform and administrative digitalization through the implementation of Electronic-Based Government Systems (SPBE), or e-Government. This study aims to analyze the implementation of Android-based online attendance technology as an implication of e-Government in the Department of Food Crops and Horticulture of South Konawe Regency, to identify its supporting and inhibiting factors, and to examine the efforts made in its implementation. The research employs a descriptive qualitative approach, with data collected through observation, interviews, and documentation. Thematic data analysis was conducted using NVivo 12 Plus software, which facilitated data organization, coding, and visualization. The results show that while the “Absen Konsel” application supports digital administrative attendance systems, its implementation remains suboptimal due to limited internet infrastructure, low digital literacy among staff, and insufficient technical support. On the other hand, regional regulations and leadership commitment serve as key enabling factors. The urgency of this research lies in the need to improve digital infrastructure, strengthen human resource capacity, and build a work culture that adapts to technological developments, ensuring that e-Government implementation becomes truly effective and sustainable at the local level.
