Abstract
ABSTRACT Problem Statement/Background (GAP): This study aims to analyze the readiness of the Lombok Tengah Regency Government in moving towards a Smart City through smart governance. A Smart City is a concept that encourages local governments to use information and communication technology to improve the efficiency of public services and the quality of life of the community. In this context, the Lombok Tengah Regency Government needs to evaluate the readiness of its structure, infrastructure, and superstructure to support the implementation of a Smart City.Objective: The objective of this study is to assess the preparedness of the Lombok Tengah Regency Government for transitioning to a Smart City by examining the organizational, physical, and digital infrastructure, as well as the policies in place.Method: The research method used is a qualitative approach with data collection techniques including in-depth interviews, observations, and documentation studies. The data were analyzed using the SWOT analysis method to identify strengths, weaknesses, opportunities, and threats in the implementation of a Smart City in Lombok Tengah Regency.Results/Findings: The results of the study indicate that the Lombok Tengah Regency Government has great potential to develop a Smart City, but there are still several challenges that need to be addressed. The readiness of the organizational structure and local government policies is quite good, but physical and digital infrastructure still needs to be improved. Additionally, social and economic disparities between regions also pose challenges in realizing an inclusive and sustainable Smart City.Conclusion: This study suggests that the Lombok Tengah Regency Government strengthens cooperation with various stakeholders, including the private sector and the community, to accelerate the development of the Smart City. Moreover, there is a need to increase human resource capacity and investment in digital infrastructure to support the implementation of the Smart City. Smart City merupakankonsep yang mendorongpemerintahlokaluntukmenggunakanteknologiinformasi dan komunikasigunameningkatkanefisiensilayananpublik dan kualitashidupmasyarakat. Dalam konteks ini, Pemerintah Kabupaten Lombok Tengah perlu mengevaluasi kesiapan struktur, infrastruktur, dan suprastruktur dalam mendukung implementasi Smart City.Tujuan: Tujuan penelitian ini adalah untuk menilai kesiapan Pemerintah Kabupaten Lombok Tengah dalam beralih menuju Smart City dengan mengkaji infrastruktur organisasi, fisik, dan digital, serta kebijakan yang ada.Metode: Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Data dianalisis menggunakan metode analisis SWOT untuk mengidentifikasi kekuatan, kelemahan, peluang, dan ancaman dalam implementasi Smart City di Kabupaten Lombok Tengah.Hasil/Temuan: Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten Lombok Tengah memiliki potensi besar untuk mengembangkan Smart City, namun masih terdapat beberapa tantangan yang perlu diatasi. Kesiapanstrukturorganisasi dan kebijakan pemerintah daerah cukup baik, namun infrastruktur fisik dan digital masih perlu ditingkatkan. Selain itu, kesenjangan sosial dan ekonomi antar wilayah juga menjadi tantangan dalam mewujudkan Smart City yang inklusif dan berkelanjutan.Kesimpulan: Penelitianinimenyarankan agar Pemerintah Kabupaten Lombok Tengah memperkuat kerjasama dengan berbagai pemangku kepentingan, termasuk sektor swasta dan masyarakat, untuk mempercepat pengembangan Smart City. Selain itu, perlu adanya peningkatan kapasitas sumber daya manusia dan investasi pada infrastruktur digital guna mendukung implementasi Smart City.
