Abstract

ABSTRACT (in English) (Problem Statement/Background (GAP): Issues related to Supervision by the Inspectorate is one of the essential governmental administration systems necessary to ensure the effective and efficient functioning of governance. Purpose: the purpose of this study was to gain a clear understanding of the financial supervision of the local government of Banda Aceh City by the Inspectorate of Banda Aceh City, Aceh Province. Method: The method used in this research is a qualitative method with a descriptive approach, The data analysis techniques include data reduction, data presentation, and drawing conclusions. Result: Based on the result of this study elucidates that the supervision conducted by the Inspectorate of Banda Aceh City regarding the preparation of financial reports of the local government of Banda Aceh City has been effective but still faces several field-related obstacles. These obstacles during supervision include limitations in human resources of supervisory personnel, budget constraints for supervision, and deficiencies in supervision facilities and infrastructure. Conclusion: Based on these findings, the author explains that the supervision of the Banda Aceh City Inspectorate over the preparation of the local government's financial reports has been effective, yet it still faces several challenges in the field, resulting in suboptimal performance among the city's Inspectorate personnel. Keyword: Supervision, Inspectorate, Financial ABSTRAK (in Bahasa) Permasalahan/Latar Belakang (GAP): Permasalahan terkait dengan Pengawasan oleh Inspektorat merupakan salah satu sistem penyelenggaraan pemerintah yang sangatlah diperlukan guna untuk memastikan penyelenggaraan pemerintahan berjalan dengan efektif dan efisien. Metode: Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Teknik analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Tujuan: Penelitian ini bertujuan untuk mengetahui secara jelas bagaimana tentang pengawasan keuangan daerah pemerintah Kota Banda Aceh oleh Inspektorat daerah Kota Banda Aceh provinsi Aceh. Hasil: Berdasarkan hasil temuan ini penulis menjelaskan bahwa pengawasan Inspektorat daerah Kota Banda Aceh terhadap penyusunan laporan keuangan pemerintah daerah Kota Banda Aceh telah bekerja dengan efektif namun masih memiliki beberapa hambatan yang ada di lapangan. Hambatan yang ada di lapangan selama melakukan pengawasan yaitu adanya keterbatasan dalam sdm aparat pengawas, adanya keterbatasan dalam anggaran pengawasan, dan adanya keterbatasan dalam sarana dan prasarana pengawasan. Kesimpulan: Berdasarkan hasil temuan ini penulis menjelaskan bahwa pengawasan Inspektorat daerah Kota Banda Aceh terhadap penyusunan laporan keuangan pemerintah daerah Kota Banda Aceh telah bekerja dengan efektif namun masih memiliki beberapa hambatan yang ada di lapangan sehingga mengakibatkan kinerja pegawai pada Inspektorat Kota Banda Aceh menjadi kurang optimal.
