Abstract
Problem Statement/Background (GAP): Poverty is a serious issue faced by many regions in Indonesia, including the Abepura District in Jayapura City, Papua Province. To address this problem, the government has implemented the Family Hope Program (PKH), which aims to improve community welfare through financial assistance and support. Although this program has been running for several years, its effectiveness and impact on poverty alleviation in the Abepura District have not been comprehensively evaluated. This study aims to evaluate the PKH policy in the Abepura District, identify the successes and challenges encountered, and provide recommendations to improve the program's effectiveness in the future. Purpose: This research aims to evaluate the effectiveness of the Family Hope Program policy in alleviating poverty in Abepura District, Jayapura City, Papua Province. Method: The research method used is qualitative with a case study approach. Data was collected through in-depth interviews with various stakeholders related to the program, direct observation, and analysis of documents related to PKH implementation. Result: The research results show that although PKH has had a positive impact in reducing poverty levels in Abepura District, there are still several challenges in implementing the program, including problems with data accuracy, suitability of the program to local needs, as well as social and economic factors that influence the effectiveness of the program. Conclusion: Recommendations are prepared based on research findings to increase the effectiveness and sustainability of PKH in reducing poverty in the region. Keywords: Evaluation, Poverty, Family Hope Program Permasalahan/Latar Belakang (GAP): Kemiskinan merupakan masalah serius yang dihadapi oleh banyak daerah di Indonesia, termasuk Distrik Abepura di Kota Jayapura, Provinsi Papua. Untuk mengatasi masalah ini, pemerintah telah mengimplementasikan Program Keluarga Harapan (PKH), yang bertujuan untuk meningkatkan kesejahteraan 2 masyarakat melalui bantuan finansial dan pendampingan. Meskipun program ini telah berjalan selama beberapa tahun, efektivitas dan dampaknya terhadap pengentasan kemiskinan di Distrik Abepura belum dievaluasi secara komprehensif. Penelitian ini bertujuan untuk mengevaluasi kebijakan PKH di Distrik Abepura, mengidentifikasi keberhasilan dan tantangan yang dihadapi, serta memberikan rekomendasi untuk meningkatkan efektivitas program di masa depan. Tujuan: Penelitian ini bertujuan untuk mengevaluasi efektivitas kebijakan Program Keluarga Harapan (PKH) dalam penanggulangan kemiskinan di Distrik Abepura, Kota Jayapura, Provinsi Papua. Metode: Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam dengan berbagai pemangku kepentingan terkait program, observasi langsung, dan analisis dokumen terkait pelaksanaan PKH. Hasil/Temuan: Hasil penelitian menunjukkan bahwa meskipun PKH telah memberikan dampak positif dalam mengurangi tingkat kemiskinan di Distrik Abepura, masih terdapat beberapa tantangan dalam implementasi program, termasuk masalah akurasi data, kesesuaian program dengan kebutuhan lokal, serta faktor-faktor sosial dan ekonomi yang memengaruhi efektivitas program. Kesimpulan: Rekomendasi disusun berdasarkan temuan penelitian untuk meningkatkan efektivitas dan kesinambungan PKH dalam penanggulangan kemiskinan di wilayah tersebut.
