Abstract
Problem/Background (GAP): The Regional Government Implementation Report (LPPD) is prepared as a form of accountability for the performance of regional government administration for one year to the community. The preparation of the LPPD in Berau Regency is carried out by the Governance Section of the Berau Regency Regional Secretariat. In preparing the LPPD, the Governance Section functions as a coordinator whose task is to carry out coordination, collect, process and scrutinize data from regional apparatus as well as compiling the concept of the LPPD book. In reality, the process of preparing the LPPD often encounters difficulties due to changes in regulations from the center that were issued when the LPPD was being prepared. Objective: This research aims to determine and describe the effectiveness of preparing the Government Administration Report (LPPD) by the Governance Section of the Regional Secretariat of Berau Regency, East Kalimantan Province. Methods: This research approach uses a qualitative approach with data collection techniques using observation, interviews and documentation, where in interviews, researchers apply a purposive sampling method. The data analysis techniques used in this research include data collection, data reduction, data presentation, and drawing conclusions. Results/Findings: The results of the research show that in general the preparation of the Regional Government Administration Report for Berau Regency has been carried out well. However, in the preparation process, especially in the coordination process between related parties, there are obstacles, namely a number of Key Performance Indicators that have not been integrated into regional planning documents. This hampered the preparation process because revisions were needed before the data was collected in the Governance Section of the Berau Regency Regional Secretariat. Conclusion: The existence of these obstacles means that efforts need to be made by the Governance Section of the Berau Regency Regional Secretariat to increase the effectiveness of the preparation of the Berau Regency LPPD.
