Abstract

ABSTRACT Problem Statement/Background (GAP) : The demographic bonus in Ternate City, North Maluku Province, has contributed to the high population density, which in turn has led to an increase in the prevalence of stunting in the city. Purpose This study aims to evaluate the effectiveness of government policies and identify the supporting and inhibiting factors in controlling stunting in Ternate City. Method : The research employs a descriptive qualitative method with an inductive approach. Data collection techniques include observation, interviews, and documentation. Data analysis techniques used are data reduction, data presentation, and conclusion drawing. The informants were selected using purposive sampling. The researcher utilized the policy effectiveness theory by Dr. Riant Nugroho (2018). Result The study's findings indicate that while the Social Safety Net program in Ternate City has been implemented, its effectiveness is not yet optimal. The dimensions of appropriate policy and appropriate implementation have been effective. However, the target dimension is still lacking, as several sub-districts in Ternate City have not yet been reached by the stunting control program. Conclusion: . The environmental dimension has not shown significant changes following the program's implementation. The main challenge in the Social Safety Net Program's target dimension is the lack of public knowledge and awareness about stunting. Nonetheless, a supporting factor is the formation of the Stunting Management Acceleration Team (TPPS) in Ternate City, which has been very helpful in addressing stunting issues. Keywords: : effectiveness, public policy, Stunting ABSTRAK Permasalahan/Latar Belakang (GAP): Bonus demografi di Kota Ternate Provinsi Maluku Utara menjadi salah satu penyebab jumlah kepadatan penduduk yang tinggi, hal itu berbanding lurus dengan meningkatnya angka prevalensi stunting di Kota Ternate. Tujuan: Penelitian ini bertujuan untuk mengetahui efektivitas kebijakan pemerintah serta faktor pendukung dan penghambat dalam pengendalian Stunting di Kota Ternate. Metode: Teknik pengumpulan data dengan cara observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Teknik penentuan informan menggunakan purposive sampling. Peneliti menggunakan teori efektivitas kebijakan menurut Dr. Riant Nugroho (2018). Hasil/Temuan: Hasil penelitian menunjukkan bahwa efektivitas kebijakan dalam penyelenggaraan program Jaring Pengaman Sosial di Kota Ternate sudah berjalan namun belum optimal. Dimana dari dimensi tepat kebijakan dan tepat pelaksana sudah tepat dan berjalan efektif. Dimensi tepat target belum sesuai karena masih terdapat beberapa kelurahan di Kota Ternate yang belum diintervesi program pengendalian stunting. Dimensi tepat lingkungan masih belum memberikan perubahan signifikan setelah pelaksanaan program. Kesimpulan. Dengan ditemukannya kendala dalam pelaksanaan Program Jaring Pengaman Sosial pada dimensi target yaitu kurangnya pengetahuan dan kesadaran masyarakat tentang Stunting. Terdapat juga faktor pendukung yang mendorong pelaksanaan Program Pemerintah melalui Jaring Pengaman Sosial yaitu pembentukan Tim Percepatan Penanganan Stunting (TPPS) di Kota Ternate yang sangat membantu dalam penanganan Stunting.
