Abstract

Problem Statement/Background (GAP): The arrangement of electoral districts (dapil) and the allocation of seats for the Southwest Papua Provincial Parliament in the 2024 election are vital components in the democratization process in Indonesia's youngest province. This process is regulated by General Election Commission Regulation Number 06 of 2022, which stipulates procedures for determining electoral areas and the distribution of Regency/City DPRD seats. Purpose: The main purpose of this arrangement is to create a more accurate and fair representation, using the Aggregate Population Per District Data (DAK2) as the basis for calculation. This process involves several crucial stages, including drafting the draft, verification, consultation with the House of Representatives, final determination, and socialization to the public. Method: The research was conducted using a descriptive qualitative methodology with an inductive approach, allowing in-depth observation of relevant social phenomena. Result: The results of the study show that the KPU of Southwest Papua Province has carried out an inclusive process by holding a Public Test, involving various stakeholders including officials, community leaders, sub-district heads, and representatives of political parties. In its implementation, the KPU implements an open proportional system and the Sainte-Lague method in accordance with Law No. 7 of 2017. Conclusion: Despite facing unique challenges such as complex geographical conditions, socio-cultural diversity, and limited resources, the KPU has developed a comprehensive strategy This strategy aims to realize fair and democratic representation, taking into account factors such as territorial size, demographics, and geographical characteristics in order to achieve political equality and balanced representation in Southwest Papua Province. Keywords: Arrangement, Electoral Districts, General Elections ABSTRAK Permasalahan/Latar Belakang (GAP): Penataan daerah pemilihan (dapil) dan alokasi kursi untuk DPRD Provinsi Papua Barat Daya pada Pemilu 2024 merupakan komponen vital dalam proses demokratisasi di provinsi termuda Indonesia ini. Proses ini diatur oleh Peraturan Komisi Pemilihan Umum Nomor 06 Tahun 2022, yang menetapkan prosedur untuk menentukan daerah pemilihan dan distribusi kursi DPRD Kabupaten/Kota. Tujuan: Tujuan utama penataan ini adalah untuk menciptakan representasi yang lebih akurat dan adil, dengan menggunakan Data Agregat Kependudukan Per Kecamatan (DAK2) sebagai dasar perhitungan. Proses ini melibatkan beberapa tahap krusial, termasuk penyusunan rancangan, verifikasi, konsultasi dengan DPR, penetapan final, dan sosialisasi kepada masyarakat. Metode: Penelitian yang dilakukan menggunakan metodologi kualitatif deskriptif dengan pendekatan induktif, memungkinkan pengamatan mendalam terhadap fenomena sosial yang relevan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa KPU Provinsi Papua Barat Daya telah melaksanakan proses yang inklusif dengan mengadakan Uji Publik, melibatkan berbagai pemangku kepentingan termasuk pejabat, tokoh masyarakat, camat, dan perwakilan partai politik. Dalam pelaksanaannya, KPU menerapkan sistem proporsional terbuka dan metode Sainte-Lague sesuai dengan UU No. 7 Tahun 2017. Kesimpulan: Meskipun menghadapi tantangan unik seperti kondisi geografis yang kompleks, keragaman sosial-budaya, dan keterbatasan sumber daya, KPU telah mengembangkan strategi komprehensif. Strategi ini bertujuan untuk mewujudkan keterwakilan yang adil dan demokratis, dengan mempertimbangkan faktor-faktor seperti luas wilayah, demografi, dan karakteristik geografis demi mencapai kesetaraan politik dan representasi yang seimbang di Provinsi Papua Barat Daya.
