Abstract
ABSTRACT Problem Statement/Background (GAP): The Village Head Election is a manifestation of village democracy in order to determine the quality of village leadership. The election of village heads cannot be separated from the participation of the villagers. Purpose: The purpose of this research is to understand the political participation of the community in the simultaneous village head elections in the Jabiren Raya District of Pulang Pisau Regency in 2021 and the factors that inhibit the political participation of the community in the simultaneous village head elections in the Jabiren Raya District of Pulang Pisau Regency in 2021. Method: The approach used in this research is qualitative descriptive, with data collection techniques involving the use of documentation, observation, and interviews as the main tools to collect the necessary information. The data analysis technique used by the researcher is data reduction. Result: The results show that the implementation of the Village Head Election in Pulang Pisau Regency was held simultaneously in March 2021 based on calculations, the percentage of political participation in the Jabiren Raya District of Pulang Pisau Regency is 64% when calculated using rounding. Community political participation is still low due to several factors. Conclusion: The Jabiren Raya District of Pulang Pisau Regency in 2021 has political participation that is considerably lower than the average political participation in Pulang Pisau Regency, which is 78%. The factors that cause the inhibition of community political participation in the Jabiren Raya District of Pulang Pisau Regency in 2021 are fear of contracting the Covid-19 virus; the distance from home to the polling station is very far; prioritizing economic needs; the presence of pessimism and apathy towards village head candidates; and the weak socialization about the Village Head candidates. Keywords: Political participation; village head election; Jabiren Raya community Programs . 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Pemilihan Kepala Desa merupakan perwujudan demokrasi desa dalam rangka menentukan kepemimpinan desa yang berkualitas. Pemilihan kepala desa tidak terlepas dari partisipasi masyarakat desa. Tujuan: Tujuan penelitian ini untuk memahami partisipasi politik masyarakat dalam pemilihan kepala desa serentak di wilayah Kecamatan Jabiren Raya Kabupaten Pulang Pisau tahun 2021 dan faktor-faktor yang menghambat partisipasi politik masyarakat dalam pemilihan kepala desa serentak di wilayah Kecamatan Jabiren Raya Kabupaten Pulang Pisau tahun 2021. Metode: Pendekatan yang penulis gunakan dalam penelitian ini adalah deskriptif kualitatif, dengan teknik pengumpulan data melibatkan penggunaan teknik dokumentasi, observasi, dan wawancara sebagai alat utama untuk mengumpulkan informasi yang diperlukan. Teknik analisis data yang peneliti gunakan adalah reduksi data. Hasil/Temuan: Hasil penelitian menunjukkan pelaksanaan Pilkades di Kabupaten Pulang Pisau diselenggarakan secara serentak pada Maret 2021 berdasar pada perhitungan maka persentase partisipasi politik di Kecamatan Jabiren Raya Kabupaten Pulang Pisau adalah 64% jika dihitung dengan menggunakan pembulatan. Partisipasi politik masyarakat masih rendah yang disebabkan oleh beberapa faktor. Kesimpulan: Kecamatan Jabiren Raya Kabupaten Pulang Pisau tahun 2021 memiliki partisipasi politik yang terbilang jauh lebih rendah daripada rata-rata partisipasi politik di Kabupaten Pulang Pisau yaitu sebesar 78%. Faktor-faktor yang menyebabkan terhambatnya partisipasi politik masyarakat di Kecamatan Jabiren Raya Kabulapaten Pulang Pisau tahun 2021 adalah takut tertular virus Covid-19; jarak dari rumah ke TPS sangat jauh; lebih mengutamakan kebutuhan ekonomi; adanya sikap pesimisme dan apatisme terhadap calon kepala desa; dan lemahnya sosialisasi tentang calon Kepala Desa.
