Abstract
ABSTRACT Problem Statement/Background (GAP): The Medan City Investment and One-Stop Integrated Services Service (DPMPTSP) is responsible for investment and licensing matters in the area. With various innovations, including the Online Single Submission (OSS) system and the Si Cantik Cloud application, DPMPTSP seeks to increase the efficiency of issuing business permits. However, there are still challenges that must be overcome to achieve optimal service goals and support the economic growth of Medan City. Purpose: This research purpose to determine the performance of the Department of Investment and One-Stop Integrated Services in supporting business licensing services, and to determine supporting factors in business licensing services. Method: This research employs a qualitative approach with an inductive method. The data collection techniques include interviews, observations, and documentation. Result: The results of the research show that there are many supporting factors that exist to improve the performance of the Department of Investment and One-Stop Integrated Services, Medan City, North Sumatra Province, especially in Licensing services. Suggestions from researchers to the Department of Investment and One-Stop Integrated Services, Medan City, are to immediately continue to improve the quality of service. also the need for standard facilities and infrastructure; to improve the quality of human resources; as well as giving employees the opportunity to continue formal education and also implementing a reward and punishment system to help the performance of existing employees. Conclusion: Medan City DPMPTSP performance research in 2022 identified two main strategic targets. Performance obstacles include lack of funds and the need to improve service facilities for investors. Recommendations for improvement include better planning, measuring and reporting of performance. To increase the realization of PMA and PMDN investment, it is necessary to increase fund allocation, supporting facilities and socialize LKPM regulations. In order to increase the Community Satisfaction Index (IKM), it is necessary to simplify procedures, improve facilities and technical coordination. Implementation of these recommendations is expected to improve DPMPTSP performance and support investment growth in Medan City. Keywords: Employees, Performance, Service ABSTRAK Permasalahan/Latar Belakang (GAP): Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Medan bertanggung jawab atas urusan investasi dan perizinan di wilayah tersebut. Dengan berbagai inovasi, termasuk sistem Online Single Submission (OSS) dan aplikasi Si Cantik Cloud, DPMPTSP berupaya meningkatkan efisiensi penerbitan izin usaha. Meski demikian, masih terdapat tantangan yang harus diatasi untuk mencapai tujuan pelayanan yang optimal dan mendukung pertumbuhan ekonomi Kota Medan. Tujuan: Penelitian ini bertujuan untuk mengetahui kinerja Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam mendukung pelayanan perizinan berusaha, dan mengetahui faktor pendukung dalam pealyanan perizinan berusaha. Metode: Penelitian ini menggunakan penelitian kualitatif dengan pendekatan induktif. Teknik yang digunakan dalam mengumpulkan data yaitu dengan wawancara, observasi, kemudian dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa banyak faktor pendukung yang ada untuk meningkatkan kinerja Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Medan Provinsi Sumatera Utara khususnya dalam pelayanan Perizinan Saran dari peneliti kepada pihak Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Medan adalah segera tetap meningkatkan kualitas pelayanan juga kebutuhan standar sarana dan prasarana; untuk meningkatkan kualitas SDM; serta memberikan kesempatan pegawai untuk melanjutkan Pendidikan formal juga menerapkan sistem reward and punishment dalam membantu kinerja pegawai yang ada. Kesimpulan: Penelitian kinerja DPMPTSP Kota Medan tahun 2022 mengidentifikasi dua sasaran strategis utama. Hambatan kinerja meliputi kurangnya dana dan kebutuhan peningkatan fasilitas pelayanan bagi investor. Rekomendasi perbaikan mencakup perencanaan, pengukuran, dan pelaporan kinerja yang lebih baik. Untuk meningkatkan realisasi investasi PMA dan PMDN, perlu ditingkatkan alokasi dana, fasilitas pendukung, dan sosialisasi peraturan LKPM. Dalam meningkatkan Indeks Kepuasan Masyarakat (IKM), diperlukan penyederhanaan prosedur, peningkatan sarana, dan koordinasi teknis. Implementasi rekomendasi ini diharapkan meningkatkan kinerja DPMPTSP dan mendukung pertumbuhan investasi di Kota Medan. Kata kunci: Kinerja, Pegawai, Pelayanan
