Abstract
Problem Statement/Background (GAP): Facing the current rapid pace of information technology, the Indonesian government continues to carry out various innovations in governance and electronic-based public service systems (e-Government). To respond to the challenges of urbanization, the Palopo city government implemented the Smart City concept, which is a transition to change the city's perspective to a conventional model. However, judging from the results of the Palopo City Smart City progress evaluation report in 2023, the Palopo City government still has several obstacles/needs for Smart City development in Palopo City, including budget limitations, infrastructure limitations, limited human resources, and a lack of cooperation and coordination between the Smart City implementation team. Purpose: This research aims to find out how the implementation of e-government service policies through the smart city website in the city of Palopo, the supporting and inhibiting factors, as well as the efforts made to overcome obstacles in implementing e-government service policies through the smart city website in the city of Palopo. Method: This research uses a qualitative research method with a descriptive approach, collecting data through interviews, observation and documentation. Result: The Palopo city government and the Palopo city communications and information services department carry out e-government services through the smart city website in accordance with well-made policies. However, there are still obstacles in its implementation, including not yet optimal coordination between the parties involved, infrastructure that needs to be developed, and budget allocations that still need to be worked out. Conclusion: The implementation of e-Government services through the Palopo City Smart City website has been quite effective with the need to improve technical coordination, supporting infrastructure and budget support for the implementation of these policies. Keywords: Implementation, Policy, Smart City Website ABSTRAK Permasalahan (GAP): Menghadapi pesatnya teknologi informasi saat ini maka pemerintah Indonesia terus melalukan berbagai inovasi dalam tata kelola dan sistem pelayanan publik yang berbasis elektronik (e-government). Untuk merespon tantangan urbanisasi tersebut maka pemerintah kota Palopo melakukan perwujudan konsep Smart City yang merupakan transisi untuk mengubah sudut pandang kota dengan model konvensional. Namun dilihat dari hasil laporan evaluasi progres Smart City kota palopo tahun 2023 pemerintah Kota Palopo masih ada beberapa kendala/kebutuhan pembangunan Smart City di Kota Palopo antara lain keterbatasan anggaran, keterbtasan infrastruktur, keterbatasan SDM, dan masih kurangnya kerjasama dan kordinasi antara tim pelaksana Smart City. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan layanan e-government melalui website smart city di kota Palopo, faktor pendukung dan penghambat, serta upaya yang dilakukan untuk mengatasi hambatan dalam implementasi kebijakan layanan e-government melalui website smart city di kota Palopo. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatandeskriptif, mengumpulkan data melalui wawancara, observasi, dan dokumentasi. Hasil/Temuan: Pemerintah kota Palopo dan dinas komunikasi dan informatika kota Palopo dalam menjalankan layanan e-government melalui website smart city sesuai dengan kebijakan yang telah dibuat dengan baik. Namun, masih ada hambatan dalam pelaksanaannya, termasuk belum optimalnya koordinasi antara pihak-pihak yang terlibat, infrastruktur yang perlu dikembangkan , dan alokasi anggaran yang masih perlu di upayakan. Kesimpulan: Implementasi layanan e-Government melalui website Smart City Kota Palopo sudah cukup efektif dengan catatan perlu peningkatan koordinasi teknis, infrastruktur pendukung,dan dukungan anggaran terhadap implementasi kebijakan tersebut.
