Abstract

ABSTRACT Problem/Background (GAP): On average, each BUMDes faces issues such as the completeness of institutional legality, human resources, capital participation, and BUMDes management that tends to change frequently. Purpose: This study aims to understand how the role of the Department of Community and Village Empowerment in optimizing the classification of the development level of Village-Owned Enterprises (BUMDes) in Secanggang Subdistrict, Langkat Regency. Method: The method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation studies. Results/Findings: The research results indicate that the role of the Department of Community and Village Empowerment has made efforts to optimize the classification of BUMDes development levels. Conclusion: Therefore, intensive efforts are needed from the Department of Community and Village Empowerment to encourage and facilitate BUMDes through understanding, training, and assistance to improve the development level and sustainability of BUMDes in the region. Keywords: Optimization, Role of the Department of Community and Village Empowerment, BUMDes ABSTRAK Permasalahan/Latar Belakang (GAP): Kendala yang dihadapi beraneka ragam di setiap BUMDes. Rata-rata di setiap BUMDes memiliki kendala seperti kelengkapan legalitas kelembagaan, sumber daya manusia, penyertaan modal hingga kepengurusan BUMDes yang cenderung sering berganti. Tujuan: Penelitian ini bertujuan untuk dapat mengetahui bagaimana peran Dinas Pemberdayaan Masyarakat dan Desa dalam optimalisasi klasifikasi tingkat perkembangan Badan Usaha Milik Desa (BUMDes) di Kecamatan Secanggang, Kabupaten Langkat. Metode: Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa peran Dinas Pemberdayaan Masyarakat dan Desa telah berupaya dalam optimalisasi meningkatkan klasifikasi tingkat perkembangan BUMDes. Kesimpulan: diperlukan upaya yang intensif dari Dinas Pemberdayaan Masyarakat dan Desa untuk mendorong dan memfasilitasi BUMDes melalui pemahaman, pelatihan, dan pendampingan terhadap BUMDes guna meningkatkan tingkat perkembangan dan keberlanjutan BUMDes di wilayah tersebut.
