Abstract
ABSTRACT Background (GAP): The thesis, titled "Government Coordination in Completing the Mobilization of Coal Mining Transport in Jambi Province," addresses the significant issue of coal mining transport mobilization in Jambi Province. Effective government coordination is essential to manage this mobilization efficiently, yet challenges persist, necessitating a thorough analysis of the coordination mechanisms in place. Objective: This research aims to determine and analyze the extent and effectiveness of government coordination in addressing the mobilization of coal mining transportation in Jambi Province. Additionally, it seeks to identify and analyze the supporting and inhibiting factors affecting this coordination, and propose strategies to overcome the inhibiting factors. Method: The research employs a qualitative approach with descriptive methods and an inductive perspective. Data collection techniques include interviews, observation, and documentation. The theoretical framework is based on the management process, focusing on coordination according to Taliziduhu Ndraha's concept, which encompasses seven aspects: communication, awareness of the importance of coordination, participant competence, agreement and commitment, determination of agreement by coordinating parties, coordination incentives, and feedback. Results/Findings: The study concludes that government coordination in managing the mobilization of coal mining transportation in Jambi Province is generally effective, although there are some deficiencies. Both internal and external factors within the Jambi Provincial Government influence the coordination process. Supporting factors facilitate the coordination, while inhibiting factors pose challenges that need to be addressed. Conclusion: To address the inhibiting factors, efforts have been made to optimize the performance of coordinating implementers, emphasizing smart and sincere work. Innovations have been introduced to enhance the development and resolution of coal mine transport mobilization issues. Keywords: Coordination, Regional Government, Coal ABSTRAK Latar Belakang (GAP): Skripsi ini berjudul “Koordinasi Pemerintahan Dalam Menyelesaikan Mobilisasi Angkutan Tambang Batu Bara Di Provinsi Jambi”. Penelitian ini mengkaji isu penting mengenai mobilisasi angkutan tambang batu bara di Provinsi Jambi, yang membutuhkan koordinasi pemerintahan yang efektif untuk mengelola mobilisasi tersebut secara efisien. Namun, masih terdapat tantangan yang perlu dianalisis lebih lanjut. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis koordinasi pemerintahan dalam menyelesaikan mobilisasi angkutan tambang batu bara di Provinsi Jambi. Selain itu, penelitian ini juga bertujuan untuk mengidentifikasi dan menganalisis faktor-faktor pendukung dan penghambat koordinasi pemerintahan serta upaya mengatasi faktor-faktor penghambat tersebut. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Teori yang digunakan sebagai pisau analisis adalah proses manajemen yang mencakup konsep koordinasi menurut Taliziduhu Ndraha, yang mencakup tujuh aspek: ada tidaknya komunikasi, kesadaran pentingnya koordinasi, kompetensi partisipan, kesepakatan dan komitmen, penetapan kesepakatan oleh pihak yang berkoordinasi, insentif koordinasi, dan feedback. Hasil/Temuan: Berdasarkan hasil penelitian di lapangan, dapat disimpulkan bahwa koordinasi pemerintahan dalam menyelesaikan mobilisasi angkutan tambang batu bara di Provinsi Jambi sudah berjalan dengan baik, meskipun masih terdapat beberapa kekurangan. Faktor pendukung dan penghambat proses koordinasi berasal dari internal dan eksternal Pemerintah Provinsi Jambi. Kesimpulan: Upaya yang dilakukan untuk mengatasi faktor penghambat adalah mengoptimalkan kinerja pelaksana koordinasi dengan komitmen kerja ikhlas dan cerdas serta melakukan inovasi yang dapat berguna bagi perkembangan penyelesaian permasalahan mobilisasi angkutan tambang batu bara.
