Abstract
ABSTRACT Problem Statement/Background (GAP):The research conducted here contains problems regarding the suboptimal participation of women regarding voicing their aspirations in Development Planning Deliberations in the South City District of Gorontalo City. Attendance that does not meet the minimum limit of 30% of all participants as stated in Gorontalo City Mayor Regulation Number 24 of 2015, participation that is considered passive, as well as time management that is not optimal when participating in the Musrenbang forum in the South City District of Gorontalo City. Purpose: The aim of conducting this research is to determine the participation of women in Kota Selatan District in Development Planning Deliberations to increase the existence of women in the public interest. Method: The theory used in analyzing this research is the participation theory from Wilson and Wilde (2003) which consists of 4 dimensions, namely, influence, inclusiveness , communication, and capacity. This research was conducted using a descriptive qualitative approach, and data was obtained by conducting interviews, observation and documentation. Researchers were directly involved in the observation and interview stages to obtain accurate information. Result: Studies show that women's knowledge about the importance of active participation is not always in line with their execution and readiness for Musrenbang. Despite women's efforts, there are no specific sub-district programs to increase women's participation. Conclusion: The author suggests that programs be provided that actively ensure that women are represented as much as possible in Musrenbang. In this way, women will have greater opportunities to voice their aspirations in the development planning process Keywords: Musrenbang, Participation, Women ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian yang dilakukan disini memuat permasalahan mengenai tidak optimalnya partisipasi perempuan perihal menyuarakan aspirasi mereka dalam Musyawarah Perencanaan Pembangunan di Kecamatan Kota Selatan Kota Gorontalo. Kehadiran yang belum memenuhi batas minimal 30% dari keseluruhan peserta yang tertuang dalam Peraturan Walikota Kota Gorontalo Nomor 24 Tahun 2015, partisipasi yang dinilai pasif, serta manajemen waktu yang tidak optimal ketika ikut berpartisipasi dalam forum Musrenbang di wilayah Kecamatan Kota Selatan Kota Gorontalo. Tujuan: Tujuan dari dilakukannya penelitian ini adalah untuk mengetahui partisipasi perempuan Kecamatan Kota Selatan dalam Musyawarah Perencanaan Pembangunan untuk meningkatkan eksistensi perempuan dalam kepentingan publik. Teori yang digunakan dalam menganalisis penelitian ini teori partisipasi dari Wilson dan Wilde (2003) yang terdiri 4 dimensi yaitu, pengaruh, inklusivitas, komunikasi, dan kapasitas. Metode: Penelitian ini dilakukan dengan pendekatan kualitatif deskriptif, dan data didapatkan dengan melakukan wawancara, observasi, dan dokumentasi. Peneliti terlibat langsung dalam tahap observasi dan wawancara untuk mendapatkan informasi yang akurat. Hasil/Temuan: Studi menunjukkan bahwa pengetahuan perempuan tentang pentingnya partisipasi aktif tidak selalu sejalan dengan eksekusi dan kesiapan mereka untuk Musrenbang. Meskipun perempuan telah berusaha keras, belum ada program kecamatan khusus untuk meningkatkan partisipasi perempuan. Kesimpulan: Penulis menyarankan agar program disediakan yang secara aktif memastikan bahwa perempuan terwakili sebanyak mungkin dalam Musrenbang. Dengan demikian, perempuan akan memiliki kesempatan yang lebih besar untuk menyuarakan aspirasi mereka dalam proses perencanaan pembangunan. Kata Kunci: Musrenbang, Partisipasi, Perempuan
